The City of Tucson ("City") is seeking proposals from qualified Offerors to establish an annual requirement contract with multiple Contractors to provide testing and analytical laboratory services specific to suspect Lead-Based Paint (LBP) and Asbestos in support of the following two (2) programs under the Housing and Community Development (HCD) Department:Lead Hazard Reduction and Healthy Homes ProgramCommunity Development Block Grant (CDBG) Owner-Occupied Residential Rehabilitation ProgramWork will be performed on an as-needed basis, if-needed, and the City makes no guarantees as to the volume of services needed. This Request for Proposal (RFP) does not include any remediation activities of lead or asbestos.United States (U.S.) Department of Housing and Urban Development (HUD) funding will be utilized and American Rescue Plan Act (ARPA) funding may be utilized for the services under this contract. Therefore, the services under this Contract are subject to the HUD and ARPA Terms and
Conditions which are included as Attachments to this Solicitation and incorporated into this Contract. These Terms and Conditions cannot be modified or negotiated. By submitting an offer, the Offeror must agree to abide by the Federal Terms and Conditions included as Attachments to this Solicitation.BackgroundLead is a naturally occurring metal that can cause negative health effects. People are exposed to lead by breathing in lead dust, eating lead chips, and ingesting contaminated food or water. Children younger than six (6) years of age are more likely to be exposed to lead dust due to their hand-to-mouth behavior. Children are particularly vulnerable to the effects of lead exposure because their developing nervous systems easily absorb lead. Even low levels of lead in the blood can cause developmental delays, difficulty learning, behavioral issues, and neurological damage. The effects of lead poisoning can be disabling and permanent.The City HCD Department was awarded a Lead Hazard Reduction grant by HUD, Office of Lead Hazard Control and Healthy Homes (OLHCHH). The grant period ends June 30, 2024. The City anticipates pursuing additional lead grant opportunities upon receiving Notice of Funding Opportunities (NOFO).Under the Lead Hazard Reduction and Healthy Homes Program, the Contractor(s) will provide testing and analytical laboratory services specific to suspect LBP, including but not limited to, X-ray fluorescence (XRF) testing, soil sampling, dust sampling to include using the dust wipe method, and detailed Lead Inspection/Risk Assessment (LI/RA) reports. The LI/RA reports may then be used to assist HCD Department personnel to write individual scopes of work for LBP remediation projects that will be performed under other contracts. The resulting contract(s) under this RFP must not include any remediation activities of lead or asbestos.The City HCD Department also has non-LBP housing rehabilitation projects under the CDBG Owner-Occupied Residential Rehabilitation Program where multiple types of residential repairs and component replacements are performed. On these types of projects, the City will utilize the Contractor on an as-needed basis to perform asbestos sampling and may also provide detailed LI/RA reports. In some cases, City LBP risk assessors or asbestos building inspectors will need to send LBP or asbestos samples directly to the Contractor's lab for testing.
