SummaryThe Pittsburgh Commission on Human Relations (PghCHR) is looking for a reputable and qualified vendor, consultant, or contractor to integrate and modernize its current intake systems into an accessible customer service portal. The vendor will determine the host platform if not Pittsburghpa.gov to create a functional online user portal, select the appropriate method(s) of integration with existing tools based on timeframe and cost, and determine the aspects of intake to target for integration depending on budget and timeframe. Aspects may include: o Initial inquiryo Appointment Schedulingo Document transfero Electronic Signatureo Demographic Collectiono Initial Jurisdiction reviewo Messaging2. BackgroundThe PghCHR investigates complaint of discrimination that occur within the physical limits of the City of Pittsburgh. The current intake process
is an inquiry, received either by phone, in-person, via email or via the existing 311 service platform QAlert. PghCHR staff then have to determine jurisdiction, set up an intake interview, collect information and documentation relevant to the complaint, draft a complaint, have other staff and the complainant review the draft complaint, complete other relevant forms to secure cooperation by the complainant and dual filing with Federal partners, and serve the finalized complaint on the respondent. As a part of the investigation process, staff collect documentation and correspond frequently with parties and their legal counsel. Parties often have questions of where the investigation is in the process, what is next for them to do or provide, and what has already been submitted or completed.
