Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to require, on a sole source basis, a brand name requirement for the manufacturer Johnson Controls to furnish and install the building automation system (BAS) for the new Nuclear Command, Control, and Communications (NC3) and the new Logistics Readiness Squadron (LRS) facilities to be constructed on Hanscom Air Force Base (HAFB). This NOI is combined for two (2) separate projects to be procured by separate contractors. A Design-Build (D-B) contract for a new Acquisitions Management Facility (NC3) and a Design-Build (D-B) contract for a new Logistics [SHMCUC(1]Readiness Squadron (LRS). The BAS must be interconnected to and completely compatible with the existing base wide Utility Monitoring and Control System (UMCS) on the HAFB campus. The UMCS Front End on HAFB is a Johnson Controls Metasys system. This integrated system needs to provide unhindered transfer and remote viewing of HVAC information, alarming,
trending and performance monitoring from the existing UMCS workstations in Building 1810. Every critical environmental and equipment-generated alarm from HAFB occupied buildings is annunciated to the main central UMCS front-end control system in Building 1810. Critical alarms must be acknowledged and controlled immediately upon detection thru the existing UMCS system front end to enable the protection of both personnel and equipment. This system must operate as a wholly integrated system to ensure a reliable operation and control with regard to (1) critical equipment, (2) safety alerts, (3) security notifications, and (4) data collection of emergency events. The intent of the sole source requirement is to provide a Network Automation Engine by Johnson Controls in both the new Acquisitions Management Facility (NC3) and the new Logistics Readiness Squadron (LRS) facilities to be constructed on Hanscom Air Force Base (HAFB). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced Johnson Controls BAS. The Government is not obligated to, and will not pay for any information received from potential sources as a result of this notice of intent. All responses received within 15 days of the posting of this notice of intent will be considered by the Government. A determination by the Government to require the brand name for the Johnson Controls BAS for the NC3/LRS procurement based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to allow alternate system manufacturers.
