Combined Synopsis/SolicitationThe National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Atlantic requires a new replacement fast-response boat cradle for the NOAA ship Ronald H. Brown.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.(ii) Solicitation number NM-AN2120-21-00660 is issued as a firm fixed price, commercial, request for quotation (RFQ).(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05.(iv) The NAICS code for this acquisition is 336612, Inflatable Rubber Boat, Heavy-Duty, Manufacturing. This is an open-market solicitation set aside exclusively for small

businesses (<1,000 employees).(v) Line items are as follows:CLIN 1: Fabrication and testing of a new FRB cradle in accordance with specifications listed in the statement of work and technical schematic Small Boat Cradle for Ship-Based Operations. Both documents are attached. An additional 3-d schematic/blueprint is available but requires SolidWorks e-Drawings to view.(vi) Description of requirements for the items to be acquired:  The NOAA ship Ronald H. Brown requires fabrication of a replacement fast-response boat cradle. Model of fast-response boat is Zodiac RIBS Sea Responder. Cradle must be water tight to prevent internal corrosion and painted with Intergard 264 primer and Interthane 990 White corrosion-resistant marine-grade aliphatic polyurethane. After construction, cradle will need to be load tested to ensure proper operation of wobble roller subassembly, forward truss car/hull supports, and keel support.COVID19 response procedures will be followed by all servicing technicians and delivery personnel, which will be provided by vessel personnel.
