Community Development Department Request for Qualifications (RFQ) Building Division Staffing, Plan Check, and Inspection Services. The City of Millbrae is now requesting qualifications for Building Division Staffing, Plan Check, and Inspection Services. The purpose of this Request for Qualifications (RFQ) is to identify and select experienced firms (“firm”) to provide contract building division services for the City. This process seeks to select a qualified firm to enter into a contract with the City for building staffing, plan check and inspection services beginning July 1, 2024. A second firm to provide related support services may also be selected. The City of Millbrae invites all capable and qualified firms to respond to this RFQ. The City of Millbrae currently relies on consultants for most aspects of building division operations on a contract basis. The City intends to select a Bay Area-based firm familiar and experienced with implementing the California Building Code for similar jurisdictions. The selected firm will be expected to be able to provide a high level of customer service and professionalism in their execution of responsive and reliable staffing, plan check and inspection services to the City.
