The purpose of this RFI is to obtain market information on capable sources of supply, industry practices, and input specific to the information provided. VA is not responsible for any cost incurred by industry in furnishing this information.All costs associated with responding to this RFI will be solely at the interested vendor's expense. Indicate your company size and socio-economic status under this NAICS.Scope of WorkThe Department of Veterans Affairs (VA), Office of Information & Technology (OIT), Connectivity & Collaboration Services (CCS), Unified Communications (UC) has a requirement for Plain old Telephone Service (POTS) replacement services utilizing the General Services Administration’s (GSA) Enterprise Infrastructure Solutions (EIS) contract. This requirement shall transition existing POTS while continuing the VA’s technology modernization effort. The Office of Management and Budget (OMB) designated GSA’s EIS contract as a “Best in Class” (BIC) mechanism. This EIS BIC-designated contract represents a preferred government-wide solution. The designation allows agencies to take advantage of pre-vetted, government-wide contract solutions; supports a government-wide migration to solutions that are mature and market-proven; assists in the optimization of spend, within the government-wide category management framework; and increases the transactional data available for agency level and government-wide analysis of buying behavior. EIS is an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a 15-year period of performance (one 5-year base and two 5-year option periods). If all options are exercised the last ordering day will be July 30, 2032. The performance period for the proposed contract action will be date of award to September 30, 2024 with eight one-year option periods and one six-month extension of services, if exercised.
