This RFI is issued solely for information and planning purposes to further the Government's understanding of market capabilities. This RFI is not a request for proposals; therefore, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. This RFI does not commit the Government to contract for any supply or service whatsoever. This announcement shall NOT be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Responses to this RFI will NOT be returned and no further
feedback will be provided. Not responding to this RFI does not preclude participation in any future solicitation, if any is issued. If a solicitation is released, it will be synopsized on the SAM.GOV website. Submitted information shall be UNCLASSIFIED.NO reimbursement will be made by the Government for any costs associated with providing information in response to this RFI or any follow up information requests.The Air Force Research Laboratory (AFRL), Directed Energy Directorate (RD), Laser Division (RDL) is seeking information on industry's capability to advance the state-of-the-art and scientific knowledge in Directed Energy technology. AFRL/RDL is contemplating issuing an overarching Broad Agency Announcement with Closed Calls. It is anticipated that the BAA would be active for a period of up to 5 (five) years from the posting date and would have the ability to issue awards under the authority of the Federal Acquisition Regulation (FAR). Responses to this RFI will be utilized to inform acquisition decisions and to shape the development of the solicitation. Therefore, respondents are encouraged to provide feedback on techniques, processes, tools or any other elements that would be advantageous to addressing the topic area requirements below.This RFI is seeking industry’s capability for cost effective, innovative solutions for high energy laser (HEL) effects on materials and systems, and to develop and demonstrate compact components of HEL systems to deliver desired effects to realistic ground and airborne environments. This RFI also seeks information on industry’s capability for modeling and simulation of HEL systems, laser components, and laser effectsto cost effectively evaluate various aspects of current and future laser weapon system components and subsystems.Industry is requested to provide a high-level description of capabilities in the areas of laser sources, aero-effects & beam control, laser system technologies, integration and demonstration, laser system modeling and simulation, laser interaction testing, laser interaction modeling and simulation and laser vulnerability assessments. Responses should address ability to research, design, model, develop, and test innovative solutions in all or any of these areas.
