Scope of Services
RFQ OVERVIEW: The City of Sacramento is requesting Statements of Qualifications from printing firms to enter into contract for potential printing projects for various City divisions. The City spends approximately $240,000 per year on contracted printing. In addition, the Sacramento Housing and Redevelopment Agency (SHRA) will also use the contractors for their printing services. The City currently has contracts with eleven printing forms that all expire on June 30, 2022.
The City seeks qualified contractors in several areas of printing and graphic arts services:
A.) Digital Printing
B.) Offset Lithography
C.) Forms
D.) Signs, indoor and outdoor
E.) Large Document Scanning or Outputting
The City seeks to have a minimum of three qualified printing services contractors per category for use by City divisions and the SHRA in preparing and producing various printing projects. The City seeks to contract with firms that can primarily produce the bulk of the work in-house but does understand that subcontractors may be used for a portion of the work.
This is a Request For Qualifications.
The City makes no guarantees as to the number of projects, if any, that may be awarded to any particular contractor.--

RESPONSE INSTRUCTIONS: Interested printing firms must register as a vendor on this website and download the RFQ Response Document. The RFQ Response Document shall be filled out as completely as possible, signed by an authorized officer for the firm, and uploaded to this website prior to the deadline.
Responses shall be reviewed by an evaluation team for the City. This evaluation team will score the responses. In addition, the team may choose to perform a site visit of a potential contractor and/or request samples of previous work. The City reserves the right to meet with a potential contractor to request additional information or seek clarification to the response.

Notes
CONTRACT AWARD: Potential contractors that are selected by the evaluation team must execute a City of Sacramento NonProfessional Services Agreement. A sample template of this agreement is available on this website. Procurement Services staff will present a staff report and the contracts to the City Council for approval at a future City Council Public Meeting.

Local Programs & Policies
THE FOLLOWING LOCAL ORDINANCES AND PREFERENCES SHALL APPLY TO THESE CONTRACTS:All contractors shall hold a valid City of Sacramento "Business Operations Tax Certificate" (BOTC) or shall obtain a BOTC before the contract is executed.
5-points shall be awarded to respondents who meet the Local Business Enterprise preference.
1-point shall be awarded to respondents who meet the Local Sales Tax preference requirement.
The City of Sacramento Living Wage Ordinance is applicable.
The City of Sacramento "Non-Discrimination in Employee Benefits" (aka "Equal Benefits Ordinance") is applicable.
The City of Sacramento "Considering Criminal Conviction Information in the Employment Application Process" (aka "Ban the Box") is applicable.
Potential respondents shall review and be familiar with the requirements of these preferences and ordinances before submitting a response.These requirements shall also apply to any subcontractors used by the contractors to perform work for a City printing project.
