The contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to restore a monoculture of Coastal Bermuda grass and maintain the airfield in Coastal Bermuda turf grass. The contractor should perform all operations necessary for pesticide treatments via rotary-wing aircraft and will advise Barksdale Air Force Base (AFB) Point of Contact (POC) on planting new grass seed requirements to include; pre-area surveys for soil and grass sampling and testing, fertilization and soil amendment determinations of natural areas of Barksdale AFB’s airfield as a turf management consultant. The contractor will also de-conflict grass cutting and annual turf maintenance with existing airfield mowing contractor in order to provide best results from herbicide, insecticide, and/or pesticide treatments. The purpose of these services is to mitigate to the maximum extent the potential risk of bird/wildlife aircraft strike
hazards (BASH), by the selection of a monoculture of a Coastal Bermuda grass species or a mix of Bermuda grass. The grass selection should not be a food attractant for avian species. Rotary-wing aerial applications should be at a minimum two herbicide treatments and one insecticide treatment per year. Combining both herbicide and insecticide in one application may be done with the approval of the Air Force Global Strike Command (AFGSC) Pest Management consultant (PMC). All work shall be performed in accordance with industry and commercial practices, using commercial/industry standard equipment, materials, supplies and tools. Copies of all required licenses, certificates and permits shall be provided to the Contracting Officer Representative (COR) prior to the start of the contract. The contractor shall comply with applicable federal, regional, state, and local laws as well as commercial standards to include; obtaining required licenses, certificates and permits.Please see attached combined synopsis, statement of work and wage determination.
