mmccoy@portofsandiego.org Bids to Matthew McCoy Assistant Procurement Analyst Owner's Agent Description Scope of Services The complexity and number of stakeholders within the Bay that must be brought together or coordinated with during an incident or emergency is significant. They include member cities, United States Navy (USN), United States Coast Guard (USCG), Federal, State and Local law enforcement / fire / emergency medical services, the Port and its various departments, San Diego County Office of Emergency Services (SDC OES), California State Office of Emergency Services (CALOES) and Port tenants / Working Waterfront. The project attempts to address that complexity through the development of a Concept of Operations (CONOPS) which will identify key stakeholders, areas of responsibilities, methods of communications, etc. The CONOPS then becomes the framework for effective interoperability of these various entities for effective decision making and continuity of effort. The Resiliency Working Group (RWG) strengthens stakeholder relationships and understanding which further supports the CONOPS.
