The City of New York has a longstanding and ongoing commitment to supporting victims/survivors of crime and abuse. The Mayor’s Office of Criminal Justice (MOCJ) has funded operation of the City’s Crime Victim Hotline since 1978 and the Human Resources Administration (HRA) and MOCJ have funded the Domestic Violence Hotline since 1994. The Hotlines have functioned as the gateway to victim/survivor services for New Yorkers, responding to 87,967 calls on the Domestic Violence Hotline, 9,138 calls on the Sexual Assault Hotline and 5,718 calls on the Crime Victim Hotline in FY22 . The Hotlines provide confidential support, crisis counseling, safety planning, information and linkages to community-based and government resources and services. In addition, the Domestic Violence Hotline is the primary way for victims/survivors to access domestic violence shelters in New York City, with 70% of all NYC DV shelter intakes conducted via the Hotline. While the Hotlines have and continue to play a key
role in meeting the needs of victims/survivors of crime and abuse, they are in need of a technical and structural update in an effort to modernize systems and meet the current needs of victims/survivors. Over the past few years, city agencies and community-based stakeholders have met to reimagine the Hotlines to better meet the needs of New Yorkers impacted by crime, violence, and abuse. This solicitation reflects many of the enhancements identified through these convenings, including the addition of chat/text functionality and the consolidation of the three separate hotline numbers into one centralized number that serves all crime victims. All funding for the City’s Crime Victims and Domestic Violence Hotlines will be through contract with the Mayor’s Office to End Domestic and Gender-Based Violence (ENDGBV) in partnership with the New York City Department of Social Services/Human Resources Administration (DSS/HRA) beginning with this solicitation. ENDGBV is seeking to engage one (1) proposer who can deliver both the human services required to engage and support callers to the Hotlines, as well as the technology to support the operation of the Hotlines. The proposer can propose to provide all human services and technology portions of this contract directly or some specified portion of the services through subcontract with another qualified vendor.
