The first directive, the Behavioral Health Directive, was approved by the NY Planning Council in July 2023 and was developed to address the behavioral health needs of PWH in NYC by promoting linkages between and enhancing the services provided under three RWHAP Part A service categories: Mental Health, Supportive Counseling, and Harm Reduction. In February 2024, the NY Planning Council approved the second directive, Non-Medical Case Management for Incarcerated and Released PWH, with a

focus on providing support for soon-to-be released and recently incarcerated PWH to access and engage in needed HIV medical and support services.
