Title: W900KK20R0020 Target & Threat Operation- Production & Development Support (T2 OPS) Multiple Award Contract (MAC)Description:  The U. S. Army Program Executive Officer for Simulation, Training, and Instrumentation (PEO STRI), Program Manager Cyber Test Training (PM CT2) is responsible for managing the total life cycle of targets, target control systems and ground range systems used in live and virtual testing and training.  PM CT2 provides the best value acquisition, superior life cycle sustainment and operation for the U.S. Army, DoD and international customers.  The U.S. Army Contracting Command Orlando anticipates the requirement to provide a Multiple Award Indefinite Delivery / Indefinite Quantity contract (MAC) to support PM CT2 with target/threat development, procurement, operations, and production necessary for executing missions as assigned.  Requirements within the scope of this MAC include: Test and training target (aerial, ground, maritime) operations, range flight
services and mission support; Foreign material acquisition; Target/threat and target control system research and development, modification, test, procurement, and production.The anticipated initial order is for the Army Ground Aerial Target Control System (AGATCS) Development.  This order is for software and material development for integrating new targets into AGATCS, modifying existing AGATCS equipment and adding new capabilities.  The effort will provide all software development, target integration development, lifecycle maintenance, and any service or support required for the operation, development and sustainment of the AGATCS. The current AGATCS Development Performance Work Statement (PWS) is attached for reference only. The order PWS will be different and will include the development task list.The Government estimates that one (1) target will be integrated annually to the AGATCS as well as continuous updates to the software base line to ensure Cyber compliance and lifecycle maintenance. The potential offeror shall have production capabilities with rapid response time for part creation as needed.PMCT2 –ACC Orlando will attend I/ITSEC on Wed/4 Dec 2019 from 13:00 to 16:00 at the PEO STRI booth to answer questions and provide additional information.  The AGATCS industry day conducted March 2019 is the only industry day provided with target and AGATCS support.  All future events will be for proposal and requirement clarification and creation.  We anticipate a pre-solicitation conference and a pre-proposal conference to assist the Government and industry with providing the best products.The anticipated applicable North American Industry Classification Systems (NAICS) code for this requirement is 541330 engineering service. This effort is anticipated to be an Multiple Award Indefinite delivery/Indefinite Quantity (ID/IQ) contract with a base 5 year ordering period, with (2) additional (1) year optional ordering periods.  Delivery location could be both CONUS and OCONUS.  This action may consolidate multiple contracts that support the CT2 Target Management Office (TMO).  Anticipated Award date for the IDIQ is 3rd Quarter 2021.This posting is a modification to the W900KK-19-R-AGATCS originally posted on 22 Feb 2019.  All future posting will be associated with the current solicitation number, W900KK-20-R-0020.  Interested MAC vendors please submit a capabilities document that identifies your company’s or team’s proficiency with:Engineering Services that result in a production capability for unmanned systemsExperience with unmanned systems, to include: targets (aerial, ground, maritime), target control systems, hardware development, software development, integration and test, operations and production.Production facilities for rapid prototyping / part creationSoftware development & integrationManagement of large technical workforceGovernment Furnished Property managementContractor Acquired Property (CAP) reportingPlease provide input on the following topics in your capabilities document regarding the intended first MAC order.What experience do you have with unmanned systems?  Please include for boththe target and the ground control station.  What types of targets (e.g., aerial, ground, maritime, sUAS)?  Include hardware development, software development, integration and test, operations and production.Does your company have engineering services that result in a production capability specific to unmanned systems?
