ADVERTISEMENT FOR BIDSPedestrian Improvements – Woodland Road, Durham Road, and Bradley RoadSealed Bids for the construction of the Woodland Road, Durham Road and Bradley Road Pedestrian Improvements will be received at the Office of the First Selectwoman located at the Town Offices Building, 8 Campus Drive, Madison, Connecticut 06443, until 2:00 p.m. local time on Thursday, March 28, 2024 12:00 p.m. local time on Friday, April 5, 2024 , at which time the Bids received will be immediately thereafter publicly opened and read aloud in Meeting Room A.The Work to be performed for the Project includes expanding pedestrian access to the Downtown area through the construction of new 5’ minimum width concrete sidewalk. The foregoing is a general description only, and shall not be construed as a complete description of the Work to be performed for the Project.Bids will be received for a single prime Contract.Bids shall be as indicated in the Bid Form.Interested persons may examine the Bidding
Documents at the Office of the Town Engineer located at the Town Offices Building, 8 Campus Drive, Madison, Connecticut between the hours of 8:30 a.m. and 4:30 p.m. local time Monday thru Thursday and 8:30 a.m. and 12:00 p.m. local time on Fridays.Bidding Documents in portable document format (PDF) may be obtained by accessing the Town of Madison website at url: http://www.madisonct.org or the State of Connecticut Department of Administrative Services State Contracting Portal at url: https://portal.ct.gov/das/ctsource/portal-page.A mandatory pre-bid meeting for all prospective Bidders will be held on Wednesday, March 20, 2024 at 10:00 a.m. local time. Prospective Bidders shall meet at the Essex Savings Bank parking lot located at the southwest corner of the Woodland Road & Durham Road intersection. Attendance at the pre-bid meeting is required in order to submit a Bid.Bond RequirementsA Bid Security in the amount of five percent (5%) of the amount of the Bid will be required to be furnished in the form prescribed in the Instructions to Bidders.A Payment (Labor and Material) Bond and a Performance Bond, each in the amount of one hundred percent (100%) of the total Contract Price will be required in the forms prescribed in the Information for Bidders.State Set-aside and Contract Compliance RequirementsThe contractor who is selected to perform this State project must comply with CONN. GEN. STAT. 4a-60, 4a-60a, 4a-60g, and 46a-68b through 46a-68f, inclusive, as amended by June 2015 Special Session Public Act 15-5.State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract for award to subcontractors holding current certification from the Connecticut Department of Administrative Services (“DAS”) under the provisions of CONN. GEN. STAT. 4a-60g. (25% of the work with DAS certified Small and Minority owned businesses and 25% of that work with DAS certified Minority, Women and/or Disabled owned businesses.) The contractor must demonstrate good faith effort to meet the 25% set-aside goals.State Prevailing Wage Law RequirementsThe attention of Bidders is called to the requirements of the Bidding Documents as set forth in the Instructions to Bidders regarding the provisions of State of Connecticut prevailing wage law. The Town of Madison reserves the right to waive any informalities, irregularities or defects in Bids, to reject any or all Bids, and to accept a Bid that in its sole discretion is in the best interest of the Town.
