SOURCES SOUGHT NOTICE FOR MARKET RESEARCH ONLY – This notice does not constitute a solicitation announcement or restrict the Government to an ultimate acquisition approach and NO AWARD will occur from this notice. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS are available for this notice. Responses to this Sources Sought notice will be used by the Government to make appropriate acquisition decisions. This is NOT a Request for Proposal (RFP), or Information for Bid (IFB). This is a SOURCES SOUGHT notice to determine the capabilities of both small AND large business firms. Small firms interested in performing this work are strongly urged to respond to this notice. Two or more small firms capable of performing this work will help to guide the acquisition strategy and influence potential set-aside. This notice does not constitute a solicitation announcement, nor does it restrict the Government to an ultimate acquisition approach. No solicitation or technical scope of services is available
at this time. The Government will use the responses to this SOURCES SOUGHT notice to make acquisition decisions. Businesses are strongly encouraged to review this SOURCES SOUGHT and submit according to the directions in this notice.This Sources Sought announcement is for planning and market research purpose only. The results of the market research will contribute to determining the method of procurement.Requirement:This project involves maintenance dredging in the Duluth-Superior Federal navigation channel located along the border of Wisconsin and Minnesota. The Contractor will be required to mobilize a dredge to the Duluth-Superior channel and perform mechanical dredging within the channel. All dredged material will be placed at the Erie Pier Confined Disposal Facility (CDF). The Contractor must have the equipment and ability to perform in-water mechanical dredging to the required depths, to transport and place the dredged material at Eire Pier, and to excavate and move material within Eire Pier. Dredging will be required within the following areas:Duluth Harbor Basin along the westerly channel limitsEast Gate Basin near Rices PointSuperior Front Channel along the southwesterly channel limitsChannel near Hog IslandHoward’s Bay near the I-535 bridgeThe contract may also include an option task to perform additional dredging within the East Gate Basin along the easterly channel limits.The required dredging depths will be approximately 27’ to 28’ below low water datum (LWD) depending on the location within the harbor. The material is expected to be a mix of sand and fines, with the potential of minor debris typical in an active harbor. The quantity of material to be dredged will be approximately 51,000 cubic yards (base contract) and may total approximately 76,000 including option tasks.The contract may also include an option task to perform earthwork at Eire Pier. Earthwork would involve excavating and moving material placed at Erie Pier from the settling basin to the stockpile area.The anticipated period of performance for dredging is 1 July 2023 through 15 October 2023. If awarded, it is anticipated that earthwork may extend into winter 2023. The Contractor would then demobilize when dredging, material placement and earthwork operations are complete.The North American Industrial Classification System (NAICS) code is 237990, which has a small business size standard of $37 million.The estimated magnitude of construction is between $1,000,000 and $5,000,000Interested companies are encouraged to respond.In order for the Government to determine the extent of industry interest and experience in the project, interested contractors shall complete the survey information that is attached to this sources sought.
