B-1     BackgroundA portable gamma ray detection system consists of a background radiation shield, a scintillation detector, an electronics interface, and a computer system to analyze data.  This requisition focuses on a complete field deployable portable gamma-ray spectrometer system.The Winchester Engineering and Analytical Center (WEAC) is the sole federal laboratory performing the analysis of radioactivity in food products.  WEAC relies on gamma spectrometry to screen and analyze foods for contamination of gamma emitting radionuclides.  WEAC’s routine radiological programs and programs derived from WEAC’s radiological emergency responsibility are an essential part of the nation’s food safety and defense against radionuclides contamination in foods. The subject spectrometer is needed for field deployment to Food and Drug Administration (FDA) partner entities or FDA field personnel and expands the capability to respond to nuclear incidents.B-2 Statement of WorkThis purpose of this
requirement is to obtain a Portable Gamma-Ray Spectrometer System. The Portable Gamma-Ray Spectrometer System shall effectively detect and quantify gamma ray emissions from FDA-regulated products. The requested system will be capable of deployment to remote locations for improved sample processing and analysis times. Data from the system will be transmittable to WEAC for additional processing, analysis, and review by in-house subject matter experts. Scope The government requires one Portable Gamma-ray Spectrometer System capable of deployment.  Installation will be performed by the Contractor.Minimum Technical RequirementsThe equipment shall have the following characteristics:Software: The spectrometer system must be operated with push button acquisition and automated analysis for user friendly operation.Software capable of using mathematically calculated efficiencies for use on a variety of sample container geometries.User selection of sample size, matrix, container to count sample for set time or of counting to Minimal Detectable Concentration.Capable of obtaining photo of analysis samples.Capable of exporting sample related files (.docx, .txt, .pdf, etc.) and spectra in a compatible format to the gamma-ray analysis application software system used by WEAC: genie 2000/APEX. Portable Shield:  Portable gamma-ray background shield compatible with scintillation detectorsSample cavity capable of holding up to a 500mL Marinelli Beaker or a container of approx. 4.5 in diameter and 3.6 in tall sizeShield components weigh less than 20lbs eachMust be capable of being assembled/disassembled without tools within 10 minutes.Capable of easy movement on uneven surfaces such as gravel or grassCerium Bromide Scintillation Detector:Detector configuration: 2” x 2” temperature stabilized Cerium Bromide scintillation probe               Resolution of 4.3%               Stable over the temperature range of -20°C to 50°C               Energy range of 30keV to 3 MeVIntegrated Multi-Channel Analyzer (MCA):               Coarse and Fine gain adjustment resulting in Total gain adjustment of x1-x40               Upper- and Lower- level discriminator from 0 to 100%               High Voltage Supply 0 to +1300V with ramping capabilities.               Rise time and Flat top shaping constant adjustability.Capable of being powered via USB from computer controller.Computer Controller:Computer compliant with FDA approved computer list.Ruggedized system operating Windows 10.Integrated Acquisition Cards and Ethernet Network CardsUSB ports capable of powering scintillation detectorElectrical: AC Power: 110-120 Vac, 50/60 HzTrade and Service SpecificationsThe instrument must be a newly manufactured unit, not used and refurbished or previously used for demonstration.FOB Point destination to include inside delivery and clean-up of area after installation. The entire system must be warranted for parts and labor for 12 months from the date of formal government acceptance.  The vendor must also be capable of servicing the instrument through the covered warranty period.  The system must include at least a one (1) year warranty and shall include at a minimum: coverage on all non-consumable items and parts supplied including base instrument, factory-certified replacement parts, engineer labor and travel costs. Any equipment repair and maintenance work shall be performed by an OEM-trained engineer.  This factory-trained engineer shall have (verified by the OEM) the following: 1) access to OEM factory telephone support (see # 4 below); 2) access to the most current OEM factory training for both hardware and software components; and 3) access to all current OEM factory parts, not build-to-order parts.  The OEM-trained service engineer shall not use salvaged parts from other instruments for performing maintenance and repairs.  All parts used in PM and repairs must be guaranteed, factory-tested, OEM quality parts.Instrument operators shall have access to a technical representative call center at no additional charge, for technical assistance and trouble-shooting, which is staffed by senior engineers to provide a high level of expertise for troubleshooting the instrument. Available during normal working hours 8am to 5pm and response within 2 days.A Preventative maintenance (PM) visit shall be included for the first year.  This visit shall be inclusive of all parts, labors, travel, consumables, and supplies which are necessary to complete the OEM’s suggested PM protocol. Service engineers which perform this service shall trained by the OEM.Sufficient familiarization training for 3-5 users per delivery onsite location will be provided at time of installation or shortly thereafter (within 30 days), such that operators may independently operate the instrument and with increased familiarity and proficiency.  The training shall include manuals and any consumables to be used during training.  The Contractor shall provide installation qualification with an employee who can provide proof of installation qualification/Operation qualification (IQ/OQ) certification.Records and ReportsThe Contractor shall, commensurate with the completion of each service call (inclusive of warranty service), provide the end-user of the equipment with a copy of a field service report/ticket identifying the equipment name, manufacturer, model number, and serial number of the equipment being serviced/repaired and detailing the reason for the service call, a detailed description of the work performed, the test instruments or other equipment used to affect the repair or otherwise perform the service, the name(s) and contact information of the technician who performed the repair/service, and for information purposes, the on-site hours expended and parts/components replaced.  In addition, the Contractor shall provide monthly reports to the FDA PROJECT OFFICER and Contract Specialist, not later that the 5th work day following the end of each month, summarizing all maintenance and repair activities (including warranty work) for the previous month (during months that work is performed) DeliverablesDeliverableQuantityDelivery DatePortable Gamma-Ray Spectrometer System1No later than 9/30/2022Familiarization Training – up to 5 users1Within two weeks after Government acceptance of instrumentService ReportsVariesNot later that the 5th work day following the end of each month, (during any months during which warranty work is performed)SecurityCheck in with Security at front entrance.Delivery LocationDelivery must be coordinated with ORA/WEAC at least 48 hours in advance:U.
