GENERAL INFORMATIONIn accordance with the Federal Acquisition Regulation (FAR) 5.207, the Naval Facilities Engineering Systems Command Far East (NAVFAC FE), intends to solicit competitive offers for a Fixed Price Indefinite Delivery/Indefinite Quantity Multiple Award Service Contract (MASC) for Environmental Consulting Services in support of the Navy and other DOD installations.The offeror shall provide all labor, supervision, management, tools, materials, equipment, facilities,  transportation, incidental engineering, and other items necessary to provide Environmental compliance, planning, and conservation services at U.S. Navy, Marine Corps, Army and Air Force bases and facilitiesthroughout Japan, including U. S. Naval Stations Yokosuka and Sasebo, NAF Atsugi, Yokota Air Force Base, Misawa Air Base, MCAS Iwakuni, on mainland Japan and MCB Camp Butler, Okinawa and Commander Fleet Activities Okinawa and their supported outlying Facilities. The preponderance of the work under this
contract shall involve the accomplishment of work in the major categories, included but not limited to in the Scope of Work (SOW).The types of tasks for this contract include, but are not limited to the following:- AIR EMISSIONS INVENTORIES, STUDIES, AND MANAGEMENT PLANS- DRINKING WATER STUDIES AND PLANS - WASTEWATER AND STORMWATER STUDIES AND PLANS- HAZARDOUS WASTE PLANS AND STUDIES- SOLID WASTE MANAGEMENT PLANS AND STUDIES- MEDICAL WASTE MANAGEMENT PLANS AND STUDIES- PESTICIDE PLANS AND PEST STUDIES- POLYCHLORINATED BIPHENYL INVENTORIES AND MANAGEMENT PLANS- ASBESTOS AND LEAD-BASED PAINT INVENTORIES AND PLANS- SPILL PREVENTION AND RESPONSE PLANS- UNDERGROUND STORAGE TANK AND ABOVEGROUNDSTORAGE CONTAINER INVENTORIES, PLANS, AND STUDIES- CULTURAL RESOURCES PLANS AND SURVEYS- NATURAL RESOURCES PLANS; SURVEYS; AND FLORA/FAUNA RESTORATION, MAINTENANCE, AND ENHANCEMENT- ENVIRONMENTAL LABORATORY SERVICES- OTHER PLANS, STUDIES, AND DELIVERABLESThe proposed contract shall not exceed one (1) base year plus seven (7) option periods (if exercised). The Government will carry over/realign all remaining capacity from the current year to the next option year at exercise of the option.This requirement is anticipated to result in approximately five (5) contract awards and the anticipated total work to be issued over the life of the contract via task orders (base year plus seven one-year options) shall not exceed the estimated aggregate maximum amount of $15 million. Task order will be firm-fixed price ranging from $10,000 to $1,000,000, but may be other amounts by mutual agreement of the Government and contractor.This acquisition will be issued unrestricted. Award will be made using the “Best Value” trade off process. The solicitation is estimated to be released on https://piee.eb.mil on/or about 1 December 2021. The Issue Date and Pre-proposal due date, and award date are approximate dates.The minimum guarantee is  ¥300,000 per contract. A task order for the minimum guarantee will be issued concurrently with the award of the basic contract for the offerors awarded a MASC, but not to the awarded seed project.This pre-solicitation notice is intended for persons or entities normally resident and licensed to conduct business in Japan.CONTRACTOR LICENSING REQUIREMENTSAny contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract.STATUS OF FORCES AGREEMENTThe U.S. Government will not offer “United States Official Contractor” status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; however, the U.S. Government may consider designating eligible employee(s) as “Members of the Civilian Component” under Article I(b) of the SOFA.SAM REGISTRATIONAll offerors (i.e., whether individually or as a joint venture, etc.) responding to this solicitation must be registered in the System for Award Management (SAM) database to be eligible for award.
