Greenville County is seeking responses from storm debris clearing contractor(s) to provide debris clearing services associated with Federal Emergency Management Agency (FEMA) natural disasters in Greenville County, South Carolina. The County of Greenville reserves the right to award to one or more vendors. Municipalities within Greenville County have the option to be covered under this Request for Proposals; separate contracts with those municipalities are required for those projects. The successful vendor(s) shall be capable of providing clearing and hauling services associated with the collection of storm debris. Debris will be located on Greenville County property and within road right-of-ways (ROW). Based on the severity of a storm event, services will be contracted on an as-needed basis to be determined by Greenville County. Upon selection, the vendor(s) shall receive a contract to perform debris removal services. If a disaster event is deemed severe enough to need debris removal
services, the vendor(s) will receive a Notice to Proceed at which time a performance and labor and material bond will be required.BackgroundGreenville County's primary vulnerability has traditionally been related to ice storms, having experienced two significant events in recent years. As a proactive measure, the county applied for and received an approved FEMA for a Storm Debris Management Plan. This plan outlines the framework for managing debris removal in the event of future disasters, ensuring efficient and effective response and recovery efforts.As part of the approval process, Greenville County committed to maintaining three predisposition contracts with qualified contractors capable of executing debris removal services in accordance with the approved plan. These contracts serve as crucial components of our preparedness strategy, enabling swift and coordinated action in the aftermath of a disaster.The Storm Debris Management Plan delineates various aspects of our approach to debris removal, including but not limited to the scope of work, operational procedures, and compliance requirements.
