 •1.0  SCOPE. The contractor shall develop plans and identify all required capabilities, data and preparation efforts required to execute a large scale, multiple day, WMD-CST CBRN exercise executed from 4-6 June 2019.   This exercise will utilize both physical training sites and replicated sites to support individual, small team, and collective unit-level Mission Essential Tasks (MET).  The intent is to replicate a large, complex overarching scenario where the Civil Support Team is able to exercise all mission essential tasks while integrated into an Incident Command Structure and National Incident Management System both at the operational and tactical levels. 2.0 APPLICABLE DOCUMENTS. 2.0.a. Mission types include radiological, chemical, and biological incidents. The team is comprised of multiple sections ranging from Command, Operations, Decontamination, Medical, Analytical, and Survey.  Areas of hazard emphasis will include chemical, biological, and radiological emerging threats as evident in recent news. The mission sets will include individual, organic team operations as well as integrated or joint team operations in either an Area Incident Command or Unified Incident Command. 3.1.1 Participating Organizations. Partner agencies (i.e. Police Department, Fire Department, etc.) may be present during the exercise, but only in an observer role. There will be mutually exclusive adjacent Civil Support Teams at the overarching exercise. 3.2 EXERCISE LOCATION. 3.2.1 The exercise location is currently set for execution at Cape Girardeau, MO and Scott City, MO for the time period of 4-6 June 2019.  The contractor will be responsible for obtaining authorization or securing a separate venue for each of the identified days of the exercise. The venue must have the ability to sustain 24 hours of operations and continual access.  The venue should be able to support both CST specific missions as well as logistical requirements. 3.2.2 Each location / venue site will have access to restrooms, water spigot or hydrant, parking, and enough space to complete the full spectrum of CST operations.  The facility or buildings should have enough space to develop three targets within the training space.  3.3 Exercise Execution Timeline.The following tentative sequence of events shall be used to assist in the development of the overall exercise scenario.Date4 June 20195 June 20196 June 201917 June 2019EventEvening ExerciseDay ExerciseDay ExerciseAARLocationScott City or Cape GirardeauScott City or Cape GirardeauScott City or Cape GirardeauElectronic Delivery * 17June19 - Deliverable of electronic document of AAR emailed to POC, which will be provided after Award. 3.4 SCENARIO OUTLINE.The contractor shall develop and prepare an overall integrated scenario with the theme of chemical, biological, and radiological related threats to the civilian population invoking local first responders and a request for a Civil Support Team's response.  The response will triggered by the effects of a sustained earthquake and subsequent aftershocks within the damaged area.  The outline should include a different problem set for each day of the three day training exercise and thoroughly strain and test each section within the unit. 3.4.1 Overarching Training Objectives facilitated throughout phases of operations and across the entire three day exercise are described below: 3.4.1.a: Alert and mission assignment through appropriate channels, EMAC, JIE3.4.1.b: Daily mission assignments with NIMS SMART Incident Management objectives3.4.1.c: Utilize ICS division, branch, task force leaders to interact with CST sections for hazmat planning (medical branch, operations branch, I.C. primary staff)3.4.1.d: Provide access to a COML for radio guidance3.4.1.e: Single day (only) one patient (only) decontaminated and passed onto local EMS3.4.1.f: Multiple patient signs and symptoms from incident with access to medical director - (supporting by what is occurring at the scene)3.4.1.g: Provide samples form incident in all states of matter.3.4.1.h: Provide reach back access to university level PhD chemist or biologist3.4.1 i: facilitate a joint operation with another Civil Support Team3.4.1.j: first responder integration into exercise 4.0 DELIVERABLES. 4.1.1 Within five business days after award, the vendor will provide a Master Exercise Synchronization List (MESL) for each day of three day exercise utilizing the outline in paragraph 4.1.2.  4.1.2 Venue targets shall include a mix of complex laboratory methods used to process components of the end products, products in various stages of production or assemblages, for biological, chemical, and radiological threats.  The threats should be emerging in nature and related to current events or current intelligence.  The contactor shall provide realistic, ad hoc, analytical readings when actual reading cannot be obtained due to the nature of the component. Contractor will provide the material for samples to be collected and analyzed by analytical equipment.  4.1.3 The vendor will provide two to three observers/controllers for the duration of each day's exercise to ensure that the master exercise scenario is executed.  4.1.4 The vendor shall orchestrate the exercise in a time sequence fashion as outlined in references 2.0.b and 2.0.e.   4.1.5. The vendor shall integrate the training objectives attachment, reference in 3.4.1 into each day's exercise and depict correlated training objectives on the MESL.   4.1.6 The Contractor shall deliver (a) CST Standard Task Evaluations (per 2.0.d. listed above) after each iteration of observed training during the exercise, and (b) a formal overall exercise After Action Review (AAR) package shall be submitted not later than 10 working days from the completion of the training event. The Contracting Officer's Representative (COR) shall have the responsibility to ensure review of all deliverables associated with this task and accept or reject the deliverables.  The Contracting Officer's Representative shall have ten (10) working days to complete the review of each deliverable and accept or reject it in writing. 5.0 PERIOD OF PERFORMANCE. 4-6 June 2019 6.0 PLACE OF PERFORMANCE.
