  Purpose
The purpose of this Request for Proposal
(RFP) # 58820029 is to solicit applications that will enable the Iowa Department of Public Health (referred to as Department) to select the most qualified applicant to provide services that apply an expedited Strategic Prevention Framework (SPF) model to prevent overdose deaths from the use and misuse of licit (not forbidden by law) and illicit drugs (forbidden by law), in the thirteen (13) counties identified as highest-need (see Section 1.03).
The SPF model represents a five-step, data driven process used to 1) assess needs; 2) build capacity and get stakeholders in place; 3) engage in a strategic planning process with stakeholders; 4) implement a strategic plan; and 5) evaluate processes and outcomes. In order to reduce or expedite the time it takes for counties to begin the #3 Planning and #4 Implementation steps, the first two SPF steps #1 Needs Assessment and #2 Capacity Building will be completed during the application process.  Cultural competency and sustainability are embedded in all five SPF steps.
The Department is actively working to strengthen our capacity to address health inequities in Iowa.
Health equityis defined as the attainment of the highest possible level of health for all people by achieving the environmental, social, economic and other conditions in which all people have the opportunity to attain their highest possible level of health. This grant promotes health equity through the Strategic Prevention Framework model and its guiding principle step Cultural Competency which adheres to and promotes 15 Cultural and Linguistic Appropriate Service (CLAS) Standards.  Use of CLAS is a way to improve the quality of services provided to all individuals, which will ultimately help reduce health disparities and achieve health equity.

Question: Does similar prevention services have to be in the substance abuse field or can prevention services by in the gambling field. Also if prevention services has to be in the substance abuse field does providing the 12 hour PRIME For Life count for the 3 years?Prevention services in the gambling field are allowed towards the three (3) years of experience.05/26/2020In regard to 2.04 Budget
Applicants will demonstrate a budget adequate to support the work of the application based on the specific line item categories outlined below. A budget justification narrative shall describe how the budget was calculated and justify the expenses detailed. The timeframe for this budget is August 1, 2020 to August 31, 2021 and should include at least 3% towards each strategy’s implementation and cannot solely be on printing media campaign materials, trainings (Section 2.02) and required staffing (Section 2.03).

Does the 3% mean 3% per strategy (4 strategies = 12%) or 3% in total for all strategies?The 3% is per strategy so at least 12% should be allocated for all strategies.06/02/2020Does time spent obtaining a Bachelor’s degree count towards the 3 years of experience or equivalent for the SIPDO coordinator? What is constitutes as equivalent?Time spent securing a Bachelor’s degree with specific courses in substance abuse prevention would count towards the three years. Equivalent experience could include participating in a substance misuse coalition, volunteering or interning at a prevention agency or through other capacities where substance misuse prevention was addressed.06/02/2020If we choose to do two 0.5 FTE to fill the coordinator position, do both have to have 3 years experience or equivalent? Or can one have three years?Both coordinator’s will need to have three (3) years experience or equivalent.06/09/2020I have a question about qualifying applicants. If you are subcontracting services to a partner located in the qualifying county, does the primary grant applicant also have to be located in the county, or is it enough that the main subcontractor is located within the county?The applicant must have an administrative office in the county where services will be provided.06/09/2020Can the initial cost matching be in-kind match as goods or services?Yes, the match can be in-kind goods or services. Match using state or federal funds/grants is not allowed.
