ANNOUNCEMENT OF INTERNAL EMPLOYMENT OPPORTUNITY Senior Utility Worker - Water Operations Public Works Department Hiring Range: $21.26 to $26.57 FLSA Status: Non-exempt, eligible for overtime compensation Pay Grade: 108 Full Pay Range: $21.26 to $31.88 Deadline to Apply: 03/28/2023 Position Summary: Leads a two-person crew working as a team on water distribution or wastewater collections daily operations and maintenance assignments. This position has supervisory responsibilities. Under general supervision, this job class is expected to exercise sound judgment and effective problem solving in the disposition of daily activities Essential Duties: Oversees and participates in the daily activities of a water distribution or wastewater maintenance crew; plans, performs, and reviews work on projects; ensures projects are completed in conformance with established timelines; and makes sure that proper paperwork is completed Supervises and trains assigned staff; leads crew on daily assignments
Addresses operational issues and questions Responds to complaints and inquiries from citizens Drives, operates, or transports equipment to and from the work site Oversees operation of and operates various types of equipment depending on assignment, including: tractor trailers, air compressors, front-end loader, tapping machines, compactors, vacuum excavation trucks or trailers, CC TVs, jet rodders, combination jet/vacs, steel rodders, cranes, service trucks, easement machines, backhoe, dump trucks, and pickup trucks Utilizes hand tools including jack hammers, whackers, digging bars, and shovels Perform s minor repairs on equipment and schedules repairs Checks and maintains fluid levels; lubricates and refuels equipment as necessary Oversees and performs a variety of manual and semi-skilled activities, including activities associated with potable water line maintenance and repair (such as fixing water main/service line breaks, installing new water main/service lines, removing/replacing sections of streets/curbs/driveways/ sidewalks, restoring yards/rights-of-way, and tapping water main lines) and activities associated with wastewater line maintenance and repair ( such as locating wastewater lines and breaks, excavating and replacing sections of streets/curbs/driveways/sidewalks; removing and replacing landscaping in yards and right-of-ways; and installing and tapping sewer lines) Repairs and maintains lift stations; repairs sewer lines and manholes Installs and maintains fire hydrants Ensures compliance with all related safety standards, regulations, and policies; follows OSHA and City safety standards; and uses and wears respirators, protective clothing including hard hats, eyewear, footwear, and other related materials or equipment Surveys, locates, and logs GPS points of collection systems Assists in inspecting related contracted projects Assists in snow removal Works on-call on a rotational basis Performs other duties as assigned Qualifications: Education and/or Experience: High school diploma or equivalent; three (3) years of full time, journey-level experience in construction, maintenance, or operation of water distribution/wastewater collection systems and experience with operation of equipment related to job assignment such as: backhoes, dump trucks, loaders, tractor-trailers, service trucks/cranes, jet rodders, steel rodders, combination jet/vacs, CCTVs, and forklifts; or any equivalent combination of education, experience, and training which provides the knowledge and abilities necessary to perform the essential functions of the position Licensing, Certification, and Other Requirements: Possess a valid Arizona Class A or B commercial driver's license (CDL) with tanker endorsement or obtain one within six (6) months of hire; depending on division, possess a Grade II ADEQ Water Distribution Certification/Grade II ADEQ Wastewater Collection System Operator or obtain one within one (1) year of hire; and possess or obtain certifications/training in OSHA 10, basic first aid and CPR, confined spaces, NASSCO, traffic control/flagger, forklift, and basic electricity for a non-electrician Employee Core Beliefs City of Prescott employees should seek to uphold the City's core beliefs throughout their day-to-day business and with every customer they come in contact with, both internal and external. Skill in communicating, both verbally and in writing Skill in accurately documenting daily work tasks Skill in utilizing customer service techniques in responding to requests and complaints Ability to coordinate the activities of a work crew to maximize utilization of available equipment and manpower Ability to build and maintain effective working relationships within a team Ability to provide direction and guidance to the team Ability to prioritize work projects Ability to assess system integrity, address potential hazards, and other related factors regarding the water and wastewater systems Ability to resolve customer inquiries, requests, and complaints Ability to establish and maintain effective working relationships with contractors, co-workers, other City employees, elected officials, and the general public Ability to follow policies and procedures to ensure tasks and equipment are operated safely Ability to exercise sound judgment and effective problem solving Ability to recognize hazards of work and follow safe work practices Ability to collect and organize facts and data Ability to understand and follow verbal and written instructions Ability to accurately record field data manually and by using computer programs Physical Demands and Working Conditions: Work is performed in the field exposed to various elements Performs emergency standby duty on a rotational basis and works overtime as needed, including nights, holidays, and weekends Requires working in confined spaces and high traffic areas, at depths of ten feet or more, and under a wide range of potentially adverse weather conditions and hazardous conditions such as exposure to raw sewage, chemicals, rotating equipment, hydrogen sulfide, noise, high-medium-low voltage, oxygen deficiency, and other hazardous conditions Safely performs manual labor for extended periods of time Safely lifts and carries heavy (50 - 100 pounds) equipment, tools, and materials needed to complete assignments Safely operates required equipment and City vehicles as needed Clearly sees, with correction if necessary, during both day and night Clearly, concisely, and effectively communicates in person, over the radio, and by telephone Work is performed in an environment with heavy equipment and machinery that could result in bodily harm to my co-workers or others Successful candidate will receive a post-offer, pre-employment background screening to include: · Drug screening · Motor vehicle records check · Criminal background screening City of Prescott Contact Information 201 N.
