The Government is contracting without providing for full and open competition under the authority of FAR 6.302-1; Lockheed Martin is the only source capable of providing the highly specialized services required for the AN/SPY-1 Radar and award to any other source would result in substantial duplication of cost to the Government that would not be expected to be recovered through competition, and would result in

unacceptable delays in fulfilling the agency's requirement.All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete this requirement based upon responses to this synopsis is solely within the discretion of the Government.
