N00164‐17‐D‐JQ77 – SOLE SOURCE – SUPPORT AND REPAIRS FOR THE MULTI‐SPECTRAL TARGETING SYSTEM (MTS)ELECTRONIC UNITS (EU) COMPONENTS– FSC 5855 – NAICS 333314Issue Date: 10 MAR 2021 – Closing Date: 20 MAR 2021 – 2:00 PM ESTNaval Surface Warfare Center, Crane Division located at Naval Support Activity, Crane, IN has a requirement to extend the ordering period under Contract N00164‐16‐D‐JQ77 for the procurement and repair of chassis, cable assemblies, VME power supply, covers, panel assemblies, fan plenums, backplanes, and flexes, and other components by five years resulting in a total contract period of ten years. The Government anticipates awarding a modification to a 5‐year, Firm‐Fixed Price, Indefinitely Delivery/Indefinite Quantity (IDIQ) on a sole source basis to: Kontron America, Inc., (KAI), 14118 Stow Drive, Poway CA 92064 in accordance with FAR 6.302‐1, “Only one responsible source and no other supplies or services will satisfy agency requirements”. The contract ceiling will not

increase. The MTS provide Intelligence, Surveillance and Reconnaissance, Detection, Identification and Targeting capability in day/night operations for the US Navy, Special Operation Command, Army and Air Force programs. These components are internal to the MTS EU.This will be a five (5) year extension to the Indefinite Delivery‐Indefinite Quantity (IDIQ) contract with no increase in the value of the contract. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.Request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to Kontron via electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, contracting by negotiations. The anticipated contract action award date is 20 March 2021. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
