It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HUBZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a)
company name (b) address (c) point of contact (d) phone and email (e) DUNS/SAM UEI number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned Small Business, Veteran-Owned Small Business, 8(a), HUBZone, Women Owned Small Business, Small Disadvantaged Business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. This Sources Sought is for the Buffalo VA Medical Center located at 3495 Bailey Avenue, Buffalo, NY 14215 and for the Batavia VA Medical Center located at 222 Richmond Avenue, Batavia, NY 14020 who have a requirement for guest/patient Wi-Fi services from 10/01/2023 to 09/30/2024 with the provision of four (4) option years. A site visit may be included in the official solicitation. All parts, labor, and materials shall be included in the purchase order to perform: Contractor shall provide fifty (50) gigabytes (GB) of wireless internet service bandwidth at the Buffalo VAMC and ten (10) GB at the Batavia VAMC, with the capability to expand bandwidth in the future. All hardware (Cisco Meraki) is in place and owned by VA except the main fiber switch. Main fiber switch and any other necessary proprietary hardware shall be supplied by contractor. Contractor shall provide Layer 1 air gapped isolation to provide isolation from any other network within facilities. Contractor shall provide captive portal page with usage agreements for acknowledgement at the time of login with information on the program, rules and restrictions, and usage agreements. If no agreement acknowledgement is received from the user, access shall be denied. (Users of the guest access must acknowledge that they are aware of the risk of using a public network). Contractor s solution shall provide content filtering and ability for updated content filtering of internet access. Log files shall be maintained for a one-year period. Contractor shall monitor the Wi-Fi network with the current Cisco Meraki system and shall establish a read-only login for VA. Contractor shall provide quarterly utilization reports for each physical location facility. The utilization report shall address and describe, for the prior month, the typical usage of access points, amount of network traffic, security issues, peak simultaneous connections and recommendations for any areas that require upgraded bandwidth based on report data. The contractor shall provide 24 hours per day, 7 days per week, 365 days per year (24/7/365) user support through call center. Contractor shall notify VA within one (1) hour of any known system disruptions and immediately upon system restoration. Contractor shall provide a three (3) hour response time for trouble tickets entered through the user support call center. Contractor shall physically respond on-site within 24 hours for issues that require on-site support. Maintenance shall be scheduled during off peak-hours, unless approved otherwise by VA. The wireless internet shall be available to users 24/7/365. Contractor shall coordinate with current internet service provider for turnover schedule, services shall be available no later than 10/1/2023. The NAICS Code is 517112 with a Small Business size standard of 1500 employees SDVOSB/VOSB vendors shall be registered in the SBA VetCert Database.
