DESCRIPTIONSOURCES SOUGHT FOR INTEGRATED FIELD ARTILLERY COMMAND AND CONTROL SOFTWARE AND HARDWARE, FOR THE JORDAN ARMED FORCES (JAF) FOR FOREIGN MILITARY SALES (FMS)INTRODUCTIONThe U.S. Army Contracting Command, Aberdeen Proving Ground (ACC-APG), on behalf of the Communications-Electronics Command, Security Assistance Management Directorate (CECOM SAMD), is issuing this Sources Sought notice as a means of conducting market research to identify potential sources having an interest in, and the capability to support/fulfill a possible future requirement to expand and enhance Jordanian systems for field artillery command, control, communications and computers (C4 systems), - and to identify industry technologies available to deliver the required hardware, software and equipment, and perform the necessary services for the country of Jordan.  The results of this sources sought/market survey will assist the government in developing potential requirements, and contribute to determining the

ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS SOURCES SOUGHT/MARKET RESEARCH IS STRICTLY VOLUNTARY.PROGRAM BACKGROUNDCECOM SAMD administers and manages FMS cases, including command, control, communications and computer system requirements in partner nations.  CECOM SAMD’s goal is to satisfy customer country requirements for a field artillery C4 capability.REQUIRED CAPABILITIESThe Contractor will be required to provide a total package approach to expand the existing Jordanian field artillery (C4) system, to provide C4 capabilities serving additional field artillery forces in an integrated C4 solution and mission command system.  The system will provide C3 capability, integrating a variety of weapon systems, targeting sensors, and C3 facilities and vehicles, with digital data processing platforms, installed and integrated into hundreds of tactical military vehicles, weapons and sensor platforms.  The system will support a broad range of command echelons, from the corps- and brigade level, to the battery/company level, and to individual dismounted soldiers, observers and weapons or sensors.  The system will field computer hardware, radios, ancillary components and equipment, plus software and services distributed throughout the territory of the Hashemite Kingdom of Jordan, and connected via digital networks, primarily using digital radio data links, over HF, VHF, and UHF bands.  The system will provide processing and interfaces to support both tactical fire control and technical fire control solutions for artillery indirect fire operations and planning.The purpose of this market research sources sought survey is to identify interested sources that are certified and able to provide integrated software applications, computer hardware, and communications equipment, that meet the above operational requirements, and the following technical characteristics/requirements:Software should be interoperable with US Army Advanced Field Artillery Tactical Data System (AFATDS, with baseline version 6.8.1).  Software should be capable of sending, receiving, and processing digital tactical fire control messages with AFATDS, technical fire control, targeting as well as situational awareness messages, using standard Joint Variable Message Format (VMF) per MIL-STD-6017B and/or MIL-STD-6017C.Software should provide graphical situational awareness displays, integrated with basic digital map formats.  Software should be compatible with and support data fusion using digital map products.Primary C3 software, computer hardware platforms, and radios and communications equipment should be interoperable with IP-based radios to provide digital data links between system nodes, and interfaced weapons, fire control systems, targeting sensors (to include radars, laser rangefinders, etc.), and other C4 mission command systems.Primary C3 software and hardware platforms should be configurable, to enable digital interface and messaging with a variety of weapons, fire control systems, targeting sensors (to include radars, laser rangefinders, etc.), and other C4 mission command systems.MIL-STD-810H specifications (or equivalent) for environmental ruggedness, including connecting cables, wires, control panels, and displays, - to include tolerance for shock and vibration to withstand test profiles for M577 tracked armored vehicles, and M109 and M110 self-propelled howitzers.Operate to the MIL-STD-810 specifications, over a range of temperatures (-10 °C to +60 °C).OEM shall be capable of providing installation, configuration, training and integration services in the country of Jordan.Expected lifecycle support period of a minimum of ten (10) years.Maintenance support in the form of spare parts supply and repair & return (R&R) services shall be available during the expected lifecycle.Minimum twelve (12) month warranty, to ensure any workmanship, hardware and software are covered for (at least) one (1) year from the acceptance date.All OEM warranties and software licenses shall be transferrable to a foreign military entity.Interested parties are responsible for adherence to all applicable export regulations.SPECIAL REQUIREMENTSAny resulting contract is anticipated to have a security classification level of Unclassified.
