619-533-5270 SDeane@sandiego.gov Bids to Owner's Agent Description Scope of Services The City of San Diego (City) is seeking applications from interested qualified Artists to provide public art services for Southwest Park Public Art Project, H2326159. An Artist or artist team is sought to design, fabricate, and transport permanent, site-specific artwork for Southwest Park and consult during installation of the artwork at the site by the City of San Diego (City). Funding for the artwork is provided by the City. The City will administer the process of Artist selection and artwork development. The artwork resulting from this process will become the property of the City and will be accessioned into the Civic Art Collection. This Request for Qualifications (RFQ) describes the project, the required scope of services, the Artist selection process, and the information that must be included in the Statement of Qualifications (hereinafter referred to as the Application). Failure to submit information in accordance with this RFQ's requirements and procedures may be cause for disqualification. Other Details Site and Context: Otay Mesa West, part of the larger Otay Mesa / Nestor community, is a highly urbanized, mostly residential neighborhood in southern San Diego. The area was mostly agrarian and ranch land prior to its annexation by the City of San Diego in the late 1950s. Since then, residential development and dispersed commercial centers define the area, with the Waller Montgomery Community Park and the adjacent Otay Mesa/Nestor Library as civic centers. The neighborhood is diverse, has been historically underserved, and has seen a population increase in recent years. As such, the Southwest Park project will provide park and recreational facilities to an area that has otherwise been determined park deficient. Located on the western edge of the neighborhood adjacent to Interstate 5, the park project will develop 11.5 acres of City-owned open space. The new park will include a multi-use athletic field with lighting, basketball courts, flexible turf areas, picnic areas, playgrounds, a dog park, interpretive elements, and public art. The following may provide more information about the Otay Mesa / Nestor Community: https://www.sandiego.gov/planning/community/profiles/otaymesanestor/plan The City has entered into a contract with Spurlock Landscape Architects to prepare the construction documents for the new park. Upon completion of the construction documents and permitting, the City will advertise a contract for bid to hire a general contractor for construction of the new park. Completion of construction plans is expected by fall of 2023 with construction of the park by early 2026* (*Dates are approximate and subject to change). The City of San Diego Park System: The City's parks system consists of over 42,000 acres of assets, including parks, shoreline, and conserved open spaces, managed by the Parks and Recreation Department. When combined, these assets make San Diego the second largest urban parks system in the United States by land area. The system also offers a wide array of programs and events at recreation centers, aquatic complexes, teen centers, ranger stations, and visitor centers. The City’s parks system consists of varied park spaces and recreational facilities. From regional resource-based parks with trails and natural landscapes to community and neighborhood parks to developed regional and shoreline parks and beaches. These different park typologies interconnect to form a citywide ever changing, dynamic parks system.
