This Request for Proposals (the “RFP”) is an invitation by the Corporation of the City of Peterborough (the “City”) to qualified prospective proponents to submit proposals for RFP-35-23 as further described in Section D.1 of the RFP Particulars (Appendix D) (the “Deliverables”). Through this RFP, the City is seeking to retain the services of a multi-disciplinary professional, experienced, qualified consulting firm, as the consultant, to conduct background investigations, studies and assessments, engage with the public and various stakeholders including first nations partners, provide/supply detailed engineering drawings, contract documents, prepare and submit various approvals and permits as applicable and provide contract administrations (provisional) for the construction of the Otonabee River Trail and Shoreline improvement project from the point at Del Crary Park to Haggart St. The main objective of the project involves constructing a multi-use trail that is part of the overall
“Little Lake Loop”. Additionally, the project will involve enhancements to the shoreline of Little Lake including landscaping and aquatic vegetation, potential sewer replacements and upgrades, the construction of lookout points, the elimination of a west bound lane along Crescent St. The project shall include a first nations and public consultation program, a heritage screening review, Urban Design brief which references the City’s Central Area Urban Design Guidelines, an Environmental Impact Study including the development of a Fisheries Management Plan for Authorization under the Fisheries Act and reviewing and revising previous recommendations for Traffic Calming within the area referencing the City’s new Transportation Master Plan, Cycling Master Plan and the City’s Traffic Calming Policy. This RFP requires the successful proponent to enter into an Engineering Services Agreement (Appendix A) at an upset limit lump sum amount, in accordance with the format included as Appendix C with additional lump sum and per unit rate components for us in determining costs of additional services, should they be required. Refer to Section D.2 for detailed specification on the project scope of work and deliverables. The City reserves the right to reject any Proposal submission that does not meet the general intent of this RFP. Notwithstanding any terms or conditions contained in this RFP, the City reserves the right to cancel this RFP for reason that are in the best interest of and provide the best value for the City.
