Section 841(c)(2) of the NASA Transition Authorization Act of 2017, Public Law 115-10, imposes public announcement and competition requirements on NASA’s use of Space Act Agreements, to the greatest extent practicable, when the Administrator determines that an exclusive arrangement is necessary.  Accordingly, NASA hereby publicly announces its intent to proceed with a partnership for use of the Vehicle Assembly Building (VAB) High Bay 2 (HB2) at the John F. Kennedy Space Center (KSC). NASA issued a Request for Information (RFI), RFI-KSC-VABHB2-2021, a copy of which is attached, “to identify U.S. domestic entities interested in using VAB HB2 as part of an end-to-end concept of operations for launch and processing activities at KSC, and to understand those entities’ requirements.”  NASA published the RFI on Sam.gov on July 29, 2021, and the response period closed on August 31, 2021.  NASA received one response to the RFI.  Pending the results of further due diligence and negotiation between NASA and the respondent to the RFI, the parties may enter into an agreement or agreements for the use of non-excess property, including the VAB HB2.Other parties interested in using the VAB HB2 as part of an end-to-end concept of operations for launch and processing activities at KSC should contact the NASA points of contact listed in RFI-KSC-VABHB2-2021 by December 7, 2021 and, following the RFI instructions, include the information requested in the RFI.  NASA will use additional responses, if any, to gauge market interest and determine whether it might be necessary to issue an Announcement for Proposals for use of VAB
