The State of Florida passed several laws that mandated a maximum time for staff review, requests for additional information and issuance of development orders or permits. This has impacted the business systems implemented by the county. Additional changes may be coming that will further reduce the time that local governments have to review development applications, so it is imperative that Volusia County maximize the efficiency of the staff and software.BackgroundThe County of Volusia houses many of its permitting programs in the Growth and Resource Management (GRM) department. The GRM department consists of four
divisions including Administration, Building and Code Administration, Environmental Management, and Planning and Development Services. The county uses AMANDA software to process all permits and uses “Connect Live” as its portal to the public. The public is encouraged to use electronic submittals for the different and varying applications. Many of the applications processed by the divisions in GRM are online submissions.
