The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Alyeska Pipeline Service Company’s (APSC’s) application for Air Quality Control Operating Permit AQ0072TVP04 for the Pump Station 1 (PS-1), under Alaska Statutes 46.14 and regulation 18 AAC 50.Applicant: APSC PO Box 196660 Anchorage, AK 99519-6660Location: 5.5 miles northwest of Deadhorse Airport, North Slope, Alaska. Latitude 70.2572º North; Longitude 148.6178º WestActivity: PS-1 is a pump station for the transportation of crude oil along the Trans-Alaska Pipeline System.Application:  As required by 18 AAC 50, APSC applied for a renewal operating permit for PS-1. ADEC received the application on February 6, 2020. This public notice is for the draft operating permit only.Emissions:   The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 235 tons of Nitrogen Oxides, 1,227 tons of Carbon Monoxide, 23 tons of Particulate Matter, 65 tons of
Sulfur Dioxide, 64 tons of Volatile Organic Compounds, and 14 tons of Hazardous Air Pollutants (HAP), with highest individual HAP (N-hexane) estimated at 6.4 tons. The potential annual emissions for Greenhouse Gases are estimated at 229,246 tons of carbon dioxide equivalent emissions. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 1,614 tons. ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for PS-1 under AS 46.14 and 18 AAC 50.Available Information: Copies of the permit application, ADEC’s draft operating permit, and draft statement of basis (SOB) are available at the following offices:
