Project # SFAPT00362 The Alaska Department of Transportation and Public Facilities (DOT&PF) in cooperation with the Alaska Division of the Federal Aviation Administration (FAA) proposes to conduct geotechnical surveys in support of a planned pavement rehabilitation project at the King Salmon Airport. Geotechnical borings would be advanced to characterize the existing pavement structure and soils along with sampling to identify potential per-and polyfluoroalkyl substances (PFAS) contamination. Surveys are projected to begin as early as winter 2022. Development of this proposed project would follow a process required by the National Environmental Policy Act (NEPA). Based on project location and scope of work, the environmental document is anticipated to be a categorical exclusion (CE). Possible affected resources include wetlands, waters of the U.S., eagles, endangered species, essential fish habitat and cultural or historic properties. The project could also include encroachments into
the base floodplain, and disturbing areas of contaminated soils. This project is within an unmapped floodplain. The encroachments are anticipated to be minor, with no net changes to the base flood elevation, thus they are not likely to result in significant encroachments. Additionally, no longitudinal encroachments are anticipated. The project would comply with all applicable authorities including: • Bald and Golden Eagle Protection Act • Clean Air Act • Clean Water Act • Endangered Species Act • EO-11988 (Floodplain Management) • EO-12898 (Environmental Justice) • Magnuson-Stevens Fishery Conservation Management Act • National Historic Preservation Act - Section 106 • U.S. Fish and Wildlife Coordination Act DOT&PF is soliciting comments on the proposed project.
