from qualified reference laboratories to provide laboratory testing as an outsourced service for lab tests not provided in the campus lab. Technical/Functional Requirements Awarded vendor will: Provide reference laboratory services for laboratory tests not provided in the St. Cloud State University Medical Clinic’s laboratory; Provide HL7 interface with SCSU Medical Clinic’s current electronic health records (EHR) system (currently Point and Click Solutions, Inc.) for ordering and immediate reporting results of tests; Provide testing supplies needed for the laboratory services; Provide courier service, with a late afternoon pickup weekdays, when SCSU Medical Clinic is conducting business; Provide courier service for priority pickup as needed; Provide customer service and continuing education opportunities to SCSU Medical Clinic personnel; Provide two centrifuges with quarterly time and RPM verifications to be performed; Bill the patient’s insurance plan when SCSU Medical Clinic submits the patient’s insurance information. If SCSU Medical Clinic submits no insurance plan information, vendor will bill patient or University, at University’s discretion. SCSU has included the volume of test that were conducted from October 2021- September 2023 as reference and is titled “Medical Clinic Reference Lab Test Volume Oct 21-Sep 23” within the Buyer Attachments. Response Requirements Pricing: Provide the cost of the tests listed within “Medical Clinic Reference Laboratory Services Price List” document that is within the Buyer Attachments section. Include a complete price list for tests that are not included in the “Medical Clinic Reference Laboratory Services Price List”. Courier Service: Identify courier service provider and time frame for pickups. Describe the method of pickup of tests. Include all routine pickups and non-routine (i.e. late afternoon, extra as needed, emergency) pickups as well as any additional charges that may apply. Test Supplies: In detail, list all test supplies to be provided, the method for requesting and supplying those supplies, and timeframe for supplying. Description On-line Ordering and Reporting of Tests: Must be compatible with SCSU Medical Clinic’s current electronic health records system, Point and Click Solutions, OR provide a HL7 bidirectional interface. Provide expected turnaround time for reporting results of tests. Explain contingency plan in place in the event of an interface failure. Explain the reporting of critical values. Include sample reports. Billing for services: Explain how vendor bills for services (i.e. patient insurance billing; patient direct billing; vendor bills SCSU Medical Clinic). Customer Service Support: Include support for testing, reporting, courier, billing, consulting, troubleshooting, publications. Explain procedures, flexibility and availability. Explain how clinical providers can get clinical lab personnel support questions answered. Continuing Education Opportunities: Explain vendor’s ability to provide continuing education opportunities for SCSU Medical Clinic personnel. Experience: The duration and extent of experience in providing similar services at an educational institution. Explain in detail. Include three references. Accreditations/Certifications: Provide a list of accreditations and certifications that would pertain to this RFP. Staff Qualifications: Provide a summary of individuals and their qualifications of who would be providing services. Responder’s Lab Facilities: Provide a detail of equipment, location and services to be provided. Sub-Contractors: Provide the name of test, and the name and address of the facility that would conduct the test, if not the responder’s laboratory facility. SCSU requests direct access to contact and communicate with subcontractors. Test Methodology: Indicate the vendor’s test methodology of the tests listed within the Buyer Attachments within the document titled “Medical Clinic Reference Laboratory Services Testing Methodology”. Miscellaneous: Any other options the vendor would be interested in responding in addition to this RFP to increase the value of the vendor’s response. Do you provide analytics, including usage analytics? Please describe in detail what is provided. Does your company's data security controls meet the defined compliance of Minnesota Government Data Practices Act to safeguard student data? Selection Committee The selection process includes Dr. Brent Nielsen, SCSU Medical Clinic Medical/Laboratory Director; Stacie Black, RN, Nursing Manager; Kim Ohmann, Associate Director for Administration; and Wendy Groth, Laboratory Support. This group will evaluate the proposals and make the final decision. Contract Term St Cloud State University to enter into a contract with the successful vendor(s) to be effective for 5 years. If the University and the vendor are unable to negotiate and sign a contract by June 30, 2024, then the University reserves the right to seek an alternative vendor(s).
