The Department of Homeland Security (DHS), US Customs and BorderProtection (CBP) intends to enter into a Sole-Source, Firm Fixed Priceservice contract with Outerlink Corporation, 187 Ballardvale Street, Suite A260, Wilmington, MA 01887. This Sole Source Determination is based on the need for GPS Satellite Airtime services in operation with CBP’s existing standard architecture for mission critical system performance in regards to the GPS tracking data.The anticipated period of performance is for 1 year. This requirement will be processed under the authority of 41 U.S.C 253(c)(1) implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, “Only One Responsible Source and no other Supplies or Services will satisfy agency requirements”. Delivery shall be FOB Destination, Riverside, CA and is required within 30 days after receipt of order.The North American Industry Classification System (NAICS) code for this acquisition is 334511 and the size standard is 750 million dollars.The Government intends to solicit and negotiate directly with OuterlinkCorporation. No solicitation package will be issued. This notice of intent is not a request for competitive proposals. However, if an interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination to compete this action based on the responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via mail, facsimile or email. Documents over 10 pages total will not be accepted. Verifications of receipt of response are the sole responsibility of the contractor. If no responsive statements are received by October 22 at 3:00pm EST, an award shall be made to Outerlink
