Intent to Sole Source, Gartner for IT Leaders Licenses

The U.S. Department of the Treasury, Bureau of the Fiscal Service (Fiscal Service) on behalf of Wholesale Securities Services (WSS) intends to make award on a sole source basis to Gartner. Inc., 56 TOP GALLANT RD STAMFORD, CT 06902-7700 for (Gartner for IT Leaders Licenses). There is no competitive vendor or regulatory agency that provides the required items outside of the item's manufacturer. The proposed Contractor developed and owns the propriety and patented hardware, software and algorithms that are used in these products and support specifically required for this acquisition; thereby the proposed source has the sole unique technical and other resources required for this acquisition.Fiscal Service will consider written responses received no later than 4pm ET on September 24, 2021 to purchasing@fiscal.treasury.gov ATTN: COHSE/MGUMP. Responses shall reference SS-FSA-21-116, and responses shall include sufficient evidence that clearly shows the qualified contractor is capable of providing the required items. If no written response is received that clearly demonstrates the qualified contractor’s ability to meet all requirements, is more advantageous to the Government, and is received by the aforementioned deadline, Fiscal Service will make award on a sole-source basis to Gartner Inc.No other information regarding this notice is available, and no solicitation is available.  A request for more information will not be considered an affirmative response to this special notice.
