This is a Request for Information and a combined synopsis solicitation of the Navy’s intent to procure on a sole source basis with Gartner; to provide the Office of Civilian Human Resources (OCHR) with much needed access to the Corporate Leadership Council (CLC) materials and website. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This RFI sole source combined synopsis/solicitation SHALL be posted on NECO (http://www.neco.navy.mil/ ) and uploaded onto FEDBIZOPPS. The RFQ number is N00189-18-R-Z555. OCHR is in need of a membership with Gartner to provide a subscription to CLC. Gartner offers proprietary research, best practices, and implementation tools and frameworks aligned around the strategic concerns of various senior management professionals. The CLC membership is specifically dedicated to developing a strategic
approach to managing each of the HR services involved in the employee lifecycle. The products and services of the CLC will best meet OCHR’s needs for best practices research on human capital solutions, initiatives and metrics. This contract to Gartner will provide the Department of the Navy with DON agency-wide, royalty-free, worldwide, revocable, non-transferable and non-assignable licenses to use, reproduce, and distribute the CLC materials solely for the HR community’s internal business purposes as well as provide the Director, HR Systems and Analytics Department with a quarterly usage report. This membership will also provide DON HR community leadership with Access to CLC website, print publications and decision support tools, Access to CLC teleconference webinars, Access to Advisory Support, to include one onsite visit on a topic selected by the DASN (CHR) via the Director, HR Systems and Analytics Department, as the DASN (CHR)’s executive agent for the CLC membership, Access to the Short Answer Research queue, Access to Executive Networking through in person events and online discussion forums, Access to peer benchmarks and diagnostic tools and Access to the CLC Retreat Meeting for one individual from the DON HR senior executive service cadre at the decision of the DASN (CHR).Additionally; an assigned account team which proactively supports the DON HR community leadership in achieving its strategic priorities by connecting the senior-most Executive with appropriate resources will be provided by Gartner. Subsequently; the DON’s requirements for the annual membership to Gartner; Corporate Leadership Council (CLC) is based upon propriety research. Only Gartner provides these necessary products and services. It is the government’s intention to negotiate a sole source contract in accordance with FAR Subpart 12.6 using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. The period of performance for these services includes one annual base period with two annual options. The anticipated contract type is a firm-fixed-price.This announcement will close at 1600 on 20 July 2018.
