Fire Control Computer (FCC) Thumbstick

The U.S. Army Contracting Command - New Jersey, (ACC-NJ) on behalf of Program Manager- Towed Artillery Systems, at Picatinny Arsenal, NJ, is conducting market research to determine the capability of businesses to manufacture, assemble, package, and deliver M119A3 Howitzer Fire Control Computer (FCC) Thumbstick in accordance with the Government owned technical data package (TDP) that will be provided if an official solicitation is released. The potential contractor would ensure that the associated material, parts, and subassemblies meet the pertinent drawings and specifications referenced within the TDP. The USG designed the Fire Control Computer (FCC) Thumbstick as an alternative means of operating the touchscreen FCC in the event that damage is incurred to the item. The USG procured off the shelf parts to assemble the Fire Control Computer (FCC) Thumbstick. Based on the USG using the TDP and building a prototype, it has been determined that this item can be built by a small

business.Potential effort will include, Procuring off the Shelf Parts, Modification/Re-Wiring of off the Shelf Parts, Knowledge of Standard Connector Types and Continuity Testing. Respondents should have an ISO 9001:2015 compliant Quality System.The applicable NAICS code for this requirement is 335999 with a Small Business Size Standard of 500. The Product Service Code is 6145: Electrical & Electronics Equipment.The Government anticipates that if a solicitation were to follow, a small business set-aside would be utilized. Vendors that belong to socioeconomic subcategories (SDVOSB, HUBZone, WOSB, Small Disadvantaged, 8a) are encouraged to submit responses.The TDP is marked Distribution C: DISTRIBUTION AUTHORIZED TO US GOVERNMENT AGENCIES AND THEIR CONTRACTORS. If this requirement is solicited, Offerors will be required to fill out DD Form 2345 Military Critical Data agreement and AMSTA-AR Form 1350 Technical Data Request Questionnaire prior to receipt of the technical data related to this sources sought.SUBMISSION DETAILS: Each potential source is requested to provide capability statements of their respective firms. Information with regard to manufacturing capabilities and a list of current manufacturing equipment would be required.If the firm has a history with Government contracts, please provide the contract number(s), dollar value(s) and brief description of work previously or currently being performed, which specifically demonstrates the contractor's ability to successfully satisfy the requirements of the potential effort.
