Proposals shall not be accepted or taken, including receiving any hand delivered proposals, on days\nwhich recognized as holidays by the United States Postal Service.\n\nA non-mandatory pre-proposal conference
will be held In the Purchasing Division at 301 Plant Road Houma, LA 70363 on\nApril 24, 2024, at 2:00 P.M. GENERAL: The Terrebonne Parish Consolidated Government (TPCG) seeks to obtain proposals from qualified\ncompanies for the furnishing and delivery of acomplete Class A Pumper Fire Apparatus equipped, constructed, and\ntested as specified hereafter for service at the Houma Fire Department.\n\n1.1 Schedule of Events DATE TIME\n\n1.1.1. RFP posted to TPCG website and blackout period April 11, 2024 4:15 P.M. CST\nbegins\n\n1.1.2. Deadline to receive written inquires April 23, 2024 11:00 A.M. CST\n1.1.3. Deadline to answer written questions April 26, 2024 2:00 P.M. CST\n1.1.4. Proposal Opening Date May 8, 2024 2:00 P.M.CST\n1.1.5. Oral discussions with Proposer, if applicable TBD\n1.1.6. Respondents shall submit only one proposal which meets or exceeds the specifications. Proposals which\noption price or omit items required by the specifications in order to appear low proposal may be rejected without\nconsideration. Proposals on alternate, stock or demonstrator units are not being solicited. Any such proposals\nshall not be considered. Proposals will not be considered from firms, individuals or the same owners of separate\ncompanies submitting more than one proposal.\n\n2.2. Proposal Response Content\n\n2.2.1. To standardize and simplify the evaluation of responses, proposals should contain all of the following\ninformation and be organized in the sequence indicated below. All of the sections should be appropriately labeled\nand bound together under a single cover not to exceed two (2) volumes with any identified appendices included\nas a separate volume.\n\n2.2.1.1. Cover Letter: A cover letter should be submitted on the Proposer\u2019s official business letterhead\nand generally exhibit the Proposer\u2019s understanding and approach to the requested Fire Apparatus\nspecified herein. It should contain a summary of the Proposer\u2019s ability to provide the Fire Apparatus. The\ncover letter should also identify the person(s) authorized by the Proposer to contractually obligate the\nProposer and the person(s) who will address technical and contractual matters throughout the evaluation\n\nperiod. By signing the cover letter and the proposal, the Proposer certifies compliance with the signature\nauthority required below.\n\n2.2.3. Company Description and Experience: Provide a description of the Respondent\u2019s company including the\nnumber of years under present company name, number of employees directly involved with this RFP and\ncapabilities of each. If the respondent has an office in Louisiana, provide the address and the number of full-time\nemployees at said location.\n\n2.2.4. Business Structure: Describe the business structure under which the Respondent operates (i.e., corporation,\npartnership, Limited Liability Company, etc.) and under which state laws it is organized as a business entity.\n\nRFP 24-FIRE-10 Purchase of One (1) or more New/ Unused Class A Pumper Fire Apparatus\n" "2.2.5. Understanding & Approach: This section should demonstrate that the Respondent understands the needs\nof the TPCG Houma Fire Department with respect to the specifications described herein. Respondent should\ninclude a description of the anticipated approach including technical and management factors that will result in\nsuccessful execution of the specification for the production of the Aerial Fire Apparatus. Advantages or special\ncapabilities of the actual team the Respondent is submitting for consideration should be highlighted in this section\nas well as the intended methods to ensure:\n\ne Effective management\n\ne Timeliness of work\n\ne Effective quality control\n\ne Effective communication protocol\n\ne Any other factors that demonstrate the Respondent\u2019s unique capabilities and experience to ensure\nthe successful execution of the specifications herein\n\n2.2.5.1. Respondents are encouraged to provide examples of innovative and creative approaches unique\nto their production process and those they have found successful and have employed in the past.\n\n2.2.6. Available Resources: Respondent should provide a statement of availability of personnel, the ability to\nprovide additional staff as the need arises to ensure completion of Fire Apparatus specified be delivered within\nthe promised time frame.\n\n2.2.7. Reference Facilities: Respondents should provide at least three (3) references demonstrating the successful\nimplementation of proposed production of similar scope. These references should have been for the production\nof similar units within the past five (5) years from the date ofthis RFP. For each reference the Respondent should\nprovide a brief description of the services/products provided, dates of contract start and completion, and contact\ninformation for the client for whom the work was completed.\n\n2.2.8. Conflict of Interest Disclosure: All Respondents providing a response to this RFP shall provide a clear and\nunambiguous indication of any potential or real conflicts of interest it may have with respect to performing work\non behalf of TPCG. The TPCG shall make the final determination as to whether any potential or real conflict of\ninterest exists.\n\n2.2.9. Price Proposal: Respondents price proposal shall be submitted on \u201cOfficial Proposal Form.\u201d Partial\nproposals, proposals not covered by forms or alternate proposals, will not be considered. Any such unsolicited\nproposals may expose the submitted price in the event that all Proposals are rejected and that new specifications\nare advertised which may include a new proposal.\n\n2.3. Number of Response Copies\n\n2.3.1. Each Proposer shall submit one (1) bound signed original response. Each proposer shall also submit two (2)\nbound additional copies and one (1) electronic copy in PDF format as well as one (1) bound redacted copy, if\napplicable. The redacted version, if applicable, can be included on the same device as the electronic copy.\n\n2.4.
