Overview of Contemplated Contract: Notice is hereby given that the Regional District of Central Okanagan (the “District”) is contemplating making a direct award of a contract to The Interior Purchasing Office Inc. (the “Contractor”) for the provision of Purchasing Agent Services for a 2‐year term. The high‐level details of the services to be provided under the contemplated contract are generally described below:  Conduct day‐to‐day management and administration of all District purchasing requirements and activities in accordance with the District’s Trade Agreement requirements plus policies/procedures. Activities shall include but not be limited to; Request for Proposals, Request for Quotations, Invitation to Tenders, negotiated competitive processes, strategy/planning/scope definition with departments, direct award negotiations, purchase order administration, and other related duties.  Conduct public competition processes and contract management for those regional and multiregional procurements and contracts that are administered through the District, including; the PSAP 9‐1‐1 contract for 9 Regional Districts; and Central Okanagan Waste and Recycling.  Administer the District’s Purchasing module in Central Square Vadim iCity, including issue of Purchase Orders necessary for tracking of receipt and invoice payments against such POs.  Provide general expertise, advice and consulting services to District Senior Leadership and District Staff regarding procurement strategy, policies, and procedures.  Draft and execute contract documentation, amendments, and related instruments, necessary for goods/service purchases and construction contracts. This will include execution of contracts under MMCD (Master Municipal Construction Documents) and CCDC (Canadian Construction Documents) CCDC2, CCDC5B, CCDC14 as well as supplementary conditions thereof.  Perform the position of Logistics Chief and/or Supply Unit Lead at the Central Okanagan Emergency Operations Centre (EOC) during emergencies, as required.  Purchasing Agent Services to be provided with a minimum 1.3 FTE (Full‐Time Equivalent staff members) available Monday to Friday for a minimum 48 weeks per calendar year. At least one team member must be SCMP Certified. Continuous availability within a 1‐hour drive of Kelowna, BC. Monday to Friday during the months of July / August each year may be mandated to provide coverage for EOC events. Contractor to possess the following insurance coverages: WorkSafeBC coverage, Commercial General Liability insurance with a minimum coverage of $2 million per occurrence, Professional Liability insurance with a minimum coverage of $5 million. 2. Contract Term and Maximum Contract Value: The term of the contemplated contract would be for 2‐years, commencing on November 1, 2023 and expiring on October 31, 2025. The total value of the contract for this 2‐year term will not exceed $310,000 plus GST. 3. Rationale for Contemplating a Direct Award: The District is contemplating a direct award with the Contractor for the following reasons: a) The District believes, but cannot strictly prove, the Contractor is the only vendor with the required knowledge, experience and organizational setup (team members and location) that can provide the services required of this contract within the contemplated total contract value. b) Specifically, the District believes that the Contractor is the only organization that meets all of the following pre‐requisites for meeting the contract service requirements: i. The Contractor team includes a team member who holds the SCMP (Supply Chain Management Professional) designation from Supply Chain Canada. ii. The Contractor team includes two team members that are trained and experienced in BC Emergency Operations Centre Logistics. iii. The Contractor is able to provide a minimum 1.3 FTE (Full‐Time Equivalent staff members) available Monday to Friday for a minimum 48 weeks per calendar year during the contemplated contract term. iv. The Contractor has its main office located within a 1‐hour drive of Kelowna Central Firehall at 2255 Enterprise Way, Kelowna, and has a demonstrated record of providing continuous availability Monday to Friday during the months of July / August each year, with immediate response to EOC emergencies within the Central Okanagan. v. If no Challenges to the NOI are received prior to the Closing Date and Time or no Challenge is submitted which meets the requirements outlined in a) iii. that, in the sole opinion of the District, warrants the District issuing a public competition for the contemplated contract; then the District may commence contract negotiations with the Contractor for the services described in the NOI. 5. Enquiries Made to the Official Contact: Any enquiries regarding this NOI must be made to the Official Contact only (as named in section 4). Enquiries received, and any responses given, which provide new information will be recorded and posted to BC Bid or otherwise distributed to Respondents. Despite the foregoing, the District may choose in its sole discretion not to respond, respond in whole or in part, or reformulate enquiries in whole or in part. The District may in its sole discretion choose whether to post any such enquiries and responses to BC Bid or otherwise distribute to Respondents. 6. Ownership of Challenges Challenges to this NOI become the property of the District and will be held, subject to the provisions of the Freedom of Information and Protection of Privacy Act. 7. Respondent Expenses The District will not be responsible for any costs or expenses incurred by any individual/organization challenging this NOI.
