27 January 2022 - AMENDMENT 5: Amendment 5 changes the RFP Addendum to FAR 52.212-2, paragraph 2.C., updating how the Government will assess relevancy for past performance, as well as revise the version of FAR 52.222-55 incorporated by reference within FAR 52.212-5 to comply with the guidance pertaining to Executive Order 14026 (Increasing the Minimum Wage for Federal Contractors).Amendment 5 also extends the proposal submission due date and time to 18 February 2022, no later than 2:00 pm CST. If an offeror has already submitted a proposal, they may either update their proposal and resubmit via the PIEE Solicitation module OR email the POCs to state that their previously submitted proposal is the offer to be evaluated. If an offeror chooses to resubmit a proposal, they must submit a complete proposal in accordance with the instructions of the RFP. It is not the responsibility of the Government to assemble a complete proposal; proposals will be evaluated as submitted. (For
example, submission of less than four Volumes would be a partial submission and evaluated as submitted. Requests for substitution of pages will be denied, etc.)NOTE: Offerors are encouraged to review the Proposal Instructions, and ensure that the Technical Volume does not exceed 60 pages. The SP shall utilize Air Force (AF) standard supply information technology equipment (ITE), replacements, and supplementary systems as required to track and manage supplies. The SP shall consistently work to keep abreast of all technical changes, upgrades to the standard AF Supply Chain to include AFMC Supply Chain Management-Retail (SCM-R) data systems and procedures.Ground Transportation Services: The SP shall provide transportation services dedicated to providing safe and timely local ground transportation of passengers and cargo that is critical to the success of missions at SAFB. Transportation services include moving passengers and cargo via surface.Vehicle Management Services: The SP shall provide vehicle management services for all assigned vehicles. The SP shall provide maintenance for SAFB and any applicable Detachment’s vehicles.NOTICE TO OFFERORSFunds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals.
