U.S. DEPARTMENT OF THE TREASURYOFFICE OF TECHNICAL ASSISTANCEGOVERNMENT DEBT AND INFRASTRUCTURE FINANCE TEAMSENIOR ADVISOR, INFRASTRUCTURE FINANCE The U.S. Department of the Treasury, Office of Technical Assistance (OTA) is recruiting an individual on a competitive basis to serve as a full-time Senior Advisor under a personal services contract for its Government Debt and Infrastructure Finance Team. SCOPE OF POSITION: The Senior Advisor for Infrastructure Finance provides advisory leadership to the Infrastructure Finance Team (IFT) and supports the Associate Director in developing and overseeing international technical assistance projects that enhance emerging market governments' capacity to develop financially sound infrastructure programs, including the use of direct financing and the effective application of the Public-Private Partnership (P3) model. Using both a project-specific approach and a longer-term focus on institutional improvement, the IFT is committed to building the
capacity of government officials to implement successful infrastructure projects by providing hands-on technical assistance as well as sound policy advice to senior officials and technical staff at the Ministries of Finance, Ministries of Infrastructure and/or Public Works, and related agencies in host countries.  The Senior Advisor is based in the United States and is expected to travel internationally on an extensive basis to perform his/her duties.QUALIFICATIONS:  Applicants should have significant managerial experience in the infrastructure finance sector as well as technical knowledge in several of the various phases of infrastructure finance and P3 development and implementation, including: Project preparation and tendering, project finance structures, economic feasibility analysis, credit and risk analysis, concession and management contract negotiations, analysis of financial and P3 legal framework, contract law, concession operations, assessment and management of contingent liabilities, investor marketing and communications, and capital market development. The successful candidate should have project experience in one or more of the following sectors: energy generation and transmission facilities, toll roads, airports, seaports, light rail projects, or other major infrastructure. Both P3 and project finance experience is desirable.Prior overseas work experience in challenging environments is highly desirable. Foreign language capabilities are an important factor.
