The City has experienced episodic low chlorine, elevated turbidity, elevated iron, and colored water complaints in 2016, 2021 and 2022. The complaints cluster around a dead-end, 6-inch unlined cast iron water main in the northeast corner of the distribution system. The main upsets correlate with periods in time when the City has switched from surface water (typical source, no water quality issues) and is operating a groundwater well (Beltz Well 12) or an intertie with Soquel Creek Water District (District) which is also groundwater. Both Beltz Well 12 and the District’s intertie are within a half mile of the problematic dead end main. Past water quality issues have been successfully resolved within 3-5 days by turning off the groundwater system and regular flushing. There are other cast iron mains in the area of groundwater influence, however none are dead-ends and have not exhibited similar water quality
