GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT Mission of the U.S. Department of State: The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world. Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Civilian Security, Democracy, and Human Rights (J) within the Department of State (DOS). INL’s mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens by providing effective foreign assistance and fostering global cooperation. INL’s Office of Africa and the Middle East (AME) develops and manages criminal justice sector reform programs and contributes to policy formation on civilian security issues in both regions. INL/AME and INL personnel in U.S. Embassy Dakar administer U.S. government assistance to Senegal in order to develop its criminal justice sector, reform its security sector, and disrupt transnational organized crime. The purpose of this Personal Services Contract is to fill the position of Senior Regional Criminal Justice Program Coordinator at the U.S. Embassy Dakar. The Coordinator will have a regional role and assist INL with oversight and management of foreign assistance programs in, Senegal, Guinea-Bissau, regional programs, and potentially other countries in the sub region. The incumbent will provide guidance to locally employed staff and third-party contractors working for INL at the Embassy. The Coordinator will be responsible for: • Developing and managing new and ongoing INL programs related to law enforcement, rule of law, and corrections programming in Senegal, INL programming in Guinea-Bissau, and potentially other countries in order to further policy set by INL/AME and by the respective embassies; • Advising U.S. Embassy Dakar, other embassies (as appropriate), and INL/AME on criminal justice sector developments in the region including briefing U.S. Embassy and other U.S. government officials on programming and policy;• Providing regular reporting via both informal means and front channel cables related to corrections, law enforcement, and the rule of law;• Liaising with U.S. embassy colleagues, program implementers, other donors and host government officials with regard to criminal justice programs;• Monitoring programs against desired outcomes and ensuring INL programs are in line with U.S. objectives and policies; and• Providing internal control and accountability for the delivery of equipment, training, and other assistance.The Coordinator will provide general administrative and policy direction concerning overall program priorities and objectives, as well as work with INL/AME to develop and manage programming activities. The Coordinator will liaise with other U.S. agencies and partner governments active in the criminal justice sector (law enforcement, rule of law and the administration of justice, and corrections), as well as with host government contacts. The Coordinator will monitor INL programing, analyzing its effectiveness and suggesting improvements. The Coordinator will present these approaches to INL/AME for discussion and approval. The Coordinator will seek approval from the US Embassy Dakar Chief of the Political/Economic Section (POL/ECON Chief) and INL/AME for any decisions which may not be performed independently by the PSC, including discretionary exercise of government authority and final approval on policy formulation, program planning, representation, control of money, property, or other valuable resources. DUTIES & RESPONSIBILITIESUnder the direct supervision of the U.S. Embassy Dakar INL Political Section Chief or his/her designee, the Senior Regional Criminal Justice Program Coordinator will perform the following duties:Substantive1. Develops and manages INL programs in line with INL and post priorities. This involves coordinating with Bureaus within State (Counterterrorism, African Affairs, and others); the interagency (Departments of Defense, Justice, Homeland Security, and others); and international partners.2. Advises U.S. embassies, INL/AME, and INL/GPP on local and regional developments in the criminal justice sector in subject areas including, but not limited to, anticorruption, law enforcement, justice sector, rule of law, and corrections. Identifies potential areas of development for future programs that will fulfill INL’s goals and objectives. Ensures that the U.S. Government is fully informed on the capabilities, capacity, performance, and opportunities of criminal justice sector institutions. Evaluates progress and recommends program improvements. 3. Engages with host government officials to help them determine how best to develop criminal justice institutions that contribute to a more just society. Generates support for and actively advances U.S. policy objectives with key stakeholders, including host government officials, civil society, the media, and other influential leaders in the private sector. 4. Develops and maintains necessary professional and social relationships with implementers, host government criminal justice agencies and officials, international organizations and commissions, civil society actors, and other important partners to ensure close, cooperative working relationships. Acts as liaison between these entities and other components of the U.S. Mission(s). 5. Liaises with and assists implementers, as well as potential implementers, to develop results-oriented proposals to advance INL goals while ensuring that no commitments of U.S. government funds are made prior to the proposal evaluation process. 6. Assists in preparing and ensuring quality of regular reporting, reporting including annual budget request, INL reporting requirements for INL (e.g., the INCSR, the End-Use Monitoring Report, etc.), monthly INL status reports, program documentation and procurement requirements. Helps administer and monitor the expenditure of funds provided to implementers. Helps prepare regular reporting, including monthly status reports, to INL/AME. 7. Briefs Department, Congressional, and other international dignitaries orally and in writing on INL programs in host countries. Prepares documents for presentation to the U.S. Congress, or audit entities. Develops appropriate itineraries and accommodations for official travelers. Managerial1. Ensures effective coordination of INL assistance with the government of Senegal.2. Provides guidance to locally employed staff and third-party contractors. 3. Establishes and maintains appropriate internal management control systems. Ensures that INL programs are not subject to waste, fraud, or mismanagement. Helps manage and monitor the use of all U.S.-provided commodities. 4. Provides analysis and guidance in project budget preparation as well as program planning.5. Conducts or commissions field surveys, evaluations, and special studies, as directed.6. Maintains security awareness and properly handle classified items and information.7. When required, performs the role of Duty Officer.8. Performs other duties as requested and assigned that are directly related to this Statement of Work.TRAININGS & DISTANCE LEARNING COURSES1. Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. 2. Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post.3. Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (CT650) prior to deployment to Post. 4. Consultations with INL/AME may be required.PLACE OF PERFORMANCE & TRAVEL REQUIREMENTSThe place of performance for this position is US Embassy Dakar, Senegal. The Coordinator is expected to travel frequently within Senegal, in the region, as well as potentially internationally.RELATIONSHIPSThe incumbent will report to the Political Section Chief or his/her designee within Embassy Dakar and liaise and coordinate in coordination with INL/AME staff in Washington, DC. He/she will provide general administrative and policy direction concerning overall program priorities and objectives, as well as work with INL/AME to develop and manage programs and related issues. The Coordinator will advise the INL/AME Senegal Program Officer and their respective leadership on criminal justice sector issues including both diplomatic and programming engagements to meet U.S. policy objectives. The Coordinator will monitor INL programs in Senegal, analyzing their effectiveness and suggesting improvements, presenting these approaches to post and INL/AME for discussion and final approval. He/she will coordinate with other components of Embassy Dakar, including RSO, DEA, FBI, OSC, USAID, and others. The Coordinator will also liaise with actors working to strengthen criminal justice institutions including U.S. government officials, host government contacts, civil society organizations, academic institutions, other donors and international organizations. The Coordinator will consult with INL/AME on how to design, monitor, and manage programs and jointly analyze programs, including opportunities for adapting existing or developing new programs. The incumbent will also coordinate with implementers in the region, including those funded by INL and others, to deconflict training curricula, avoid duplicative effort, and identify opportunities for joint programming.The incumbent will support and develop regional INL programs as needed to enhance linkages among different countries in the region, including help the countries in the region learn from and with each other. The Contract Administrator shall be the INL Contracting Officer in Washington. In no instance shall the Political Section Chief or any other individual be authorized to alter or modify the terms and conditions of the contract or waive the Government's requirements, price, delivery, or other terms and conditions. The Contracting Officer must authorize such changes in writing.The Political Section Chief will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent’s official yearly review.DELIVERABLES/REPORTSDeliverables are required under this PSC and shall include; monthly status reports, monthly evaluation of contractor performance, special reports when required and "Completion of assignment report," which shall be a compressive review of the projects in which the contractor was involved. Each report shall include a critique of and recommendations for the various projects. The completions of assignment reports are due no later than fifteen (15) days prior to the expiration of this contract. The Personal Service Contractor shall submit two (2) copies of each report as required to the following; 1. INL/POST Director(s) and;2. INL/Program Officer Per FAR Part 4, the above referenced documents shall be incorporated and copies stored in the PSC’s hard file under Section V.; Tab E - Receiving Reports. The Contractor shall prepare and submit two copies of each technical report required by the schedule of this contract (e.g., progress reports, final reports, etc.), to the Embassy INL Section and to the INL/AME Program Officer. The title page of all reports forwarded pursuant to this paragraph shall include a descriptive title, the author’s name(s), contract number, project number, and title, contractor’s name, name of the State Department project office, and the publication or issuance date of the report.When preparing reports, the Contractor shall refrain from using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the Contract Schedule. Wherever possible, pages should be printed on both sides using single spaced type.COMPLEXITYThis position involves planning, organizing, and completing financial and organizational analysis, as well as working with a variety of interlocutors within Senegal, regionally, and other foreign donors and international partners. Due to the high visibility and political sensitivity of the issues in which INL is involved, it can be difficult identifying the nature of the issues and planning, organizing, and determining the scope and depth of studies/audits to be undertaken. The PSC is expected to address difficult scenarios by separating the substantive nature of the programs or issues into their components, while discerning the intent of policy actions and statements and determining how to translate the intent into program actions.SCOPE & EFFECTIVENESSThe PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full-range of citizen safety, law enforcement, rule of law, and counternarcotics programs in Senegal, which is of significant interest to the public and to Congress.MINIMUM REQUIREMENTS1. U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance, medical clearance, and ethics clearance (if applicable). (Security clearance upgrade to Top Secret level may be required.)2. Three (3) years demonstrated experience working with the U.S. government, an international organization, or large international non-government organization in a policy/operational role involving criminal justice sector issues.3. Five (5) years demonstrated experience in program design, program management, and coordination on international development programs, two (2) years of which should relate to governance or criminal justice issues (e.g., access to justice, judicial reform, law enforcement, corrections). Such experience should involve planning, strategizing, implementing, reporting, monitoring and evaluating, and familiarity with basic requirements for contract management and procurement.4. Three (3) years demonstrated professional experience in a developing country.5. Graduate degree from an accredited institution (preferably in the areas of law, business management, international development, international affairs, political science, public administration, or a related field) or six (6) years equivalent in on-the-job experience.6. Demonstrated experience developing and managing long-term rule of law and/or law enforcement programs, including assessment, monitoring, and evaluation.7. Demonstrated experience in drafting related reports/documents, annual budgets, and strategic plan submissions.8. Demonstrated experience planning, strategizing, implementing, and reporting on projects.9. Demonstrated experience drafting analytical briefing papers, memoranda, letters, and reports for review and/or signature by senior-level officials.10. Demonstrated experience working with host-nation counterparts, departments, and ministries to further program objectives.11. Demonstrated experience coordinating and working closely with the Department of Defense, United Nations, and/or international community on security sector development programs. 12. Superior negotiation, interpersonal and managerial skills.13. Excellent oral and written English communication skills. 14. Demonstrated ability to read and speak French at the professionally proficient level. 15. Demonstrated substantive knowledge of and/or experience within Africa of rule of law or law enforcement programs. 16. Demonstrated previous experience managing U.S. government assistance programs.17. Demonstrated working-level proficiency in Microsoft Office Suite.EVALUATION FACTORS(Used to determine the competitive ranking of qualified offerors in comparison to other offerors.) Demonstrated experience in conducting meetings and discussions that justify, defend, negotiate, overcome resistance, or settle highly significant or controversial issues; to include experience coordinating and/or integrating the work of participating groups with conflicting or undefined priorities, requiring accomplishment of major compromises in the project goals, techniques, and methodologies prior to substantial progress.Factor 3: International Experience (20 points)Demonstrated experience managing programs in foreign, post-conflict environments; to include ability to live, work, and travel in difficult conditions with limited support, manage programs in a complex and fluid environment, interact successfully across cultures, and show good judgment in challenging security situations.
