Notes : In accordance with State Requirements for Educational Facilities (SREF) and Florida State Statutes, Valencia College (also referred to herein as “College”) is seeking to pre-qualify a group of Firms for continuing services contract on an ongoing basis for Mechanical, Electrical, Plumbing (MEP) & Technology Engineering Design Services. The intent of this RFQu is to pre-qualify a group of Firms that have the ability to provide Mechanical, Electrical, Plumbing (MEP) & Technology Engineering Design Services. Preferably, the Firm should be able to provide all four (4) of these services. The College will select the required service(s) based
on each project’s requirements. Valencia College wishes to enter into a continuing services contract with several Firms for a period of three (3) years, with option to renew for two (2) additional one (1) year periods. All Firms applying must be a licensed business in the State of Florida by the Florida Department of Business and Professional Regulation at the time of application and, if a Corporation, registered to operate in the state of Florida by the Department of State, Division of Corporations. Individual construction budget for projects under this contract will not exceed $2,000,000. The design budget for each project will not exceed $200,000. That amount includes all disciplines (architectural, etc.). The size, scope and complexity of projects under the continuing service contract will be determined based upon specific requirements of each project as determined by Valencia College. The College reserves the right to select and enter into contract with one or more firms as deemed to be in the best interest of Valencia College. The engineering services shall include, but are not limited to all professional services and meetings required for the following: 1. Represent the College as the Engineer of Record and provide construction administration services, as needed. 2. Provide complete engineering services and related services to include schematic, design development, and construction documents. 3. Schedule and facilitate meetings between consultant’s team and College staff, as needed. 4. Provide investigation, identification, analysis, and recommendations associated with bidding, GMP negotiations, value engineering, and cost change evaluation. 5. Work with the College’s designated Project Manager to ensure completion of a successful project. 6. Design approach to include possible phasing of construction. 7. Review, inspect, and report on specific areas of construction, as required. 8. Perform investigation, identification, analysis of specific College facility issues and needs, and provide recommendations with cost estimates, on a “project by project” basis. 9. Provide technical support by obtaining professional services through the use of sub-consultants when specialized areas of expertise are needed. 10. Obtain applicable permits. 11. Perform all necessary field work to certify accurate existing conditions. 12. Design process must be completed by the Consultant as per the established schedule specified in the Task Order. 13. Task Orders: Services provided by the Consultant as defined herein, shall be authorized in writing as Task Orders. Task Orders to be provided shall be prepared on the form delineated as “Attachment 2” – Task Order Authorization Form (sample), which is attached hereto. Each Task Order shall include: a detailed description of the work to be performed; a schedule of completion (including phases) for the work authorized; and the amount and method of compensation. Task Orders shall be dated and serially numbered annually. The Task Orders may contain additional instructions or provisions specific to the authorized work for the purpose of expanding upon certain aspects of the work to be undertaken. Professional fees under the Task Order shall be based on a written proposal from the Consultant as may be requested in writing by the College. Task Order Information and supporting documentation shall be forwarded to the College’s Procurement Department for audit of accuracy, completeness, and compliance with the contract. The VP of Business Operations and Finance or designee will authorize Task Orders for services. Consultants may not begin work until the Task Order is approved in writing. The College reserves the right to review and approve any proposed consultants prior to approval of Task Order. If a proposed consultant is not approved, it will be the responsibility of the engineer to find a suitable replacement to be approved by the College. Projects may border or be within occupied areas, and in many cases will need to be phased to allow partial occupancy during construction. All projects will need to ensure the safety of faculty, staff, and students. Projects may be located in Valencia College owned or leased or Valencia College affiliated properties. The Firm shall provide a design cost proposal for completing the work based on each project’s scope of services. This is a non-exclusive contract, with no guarantee of minimum work to be awarded. The College reserves the right to open the pre-qualification process to other Firms annually and to make additional awards under this Solicitation. It is at the College’s discretion to choose among its selected Firms individual projects that the Firm will have the opportunity on which to propose. Firms are required to present a quote for all projects requested by Valencia College. If Firm does not intend to submit a quote on a certain project, justification must be provided to the College within twenty-four (24) hours of the solicitation. The College shall take a non-responsiveness into considerations when awarding future work and determining whether contract options will be exercised.
