Contractor will pay these utility bills to the utility provider on behalf of the Housing Authority and will collect the portion that the tenant pays.. Bills will be sent directly to Conservice.  Contractor to offer funding options to Housing Authority so Contractor can pay utility bills.  Provide detailed monthly usage reporting to the Housing Authority based on individual properties and units.  Usage readings to be reported in HCF or CCF format.  There will be several different water providers with different cycle dates and usage format reporting. Contractor to convert usage to HCF or CCF and be able to accommodate the different cycles from different water providers.  Provide 24/7 access to usage and billing reports to the Housing Authority via a website. This website will include posted daily reads of each meter and provide a searchable historic database with user defined fields.  Manage and reconcile vacant unit and common area billings to include gas, water, trash, sewer, and electricity.  Contractor to provide monthly detailed reports for vacant units and the Housing Authority will then bill the residents for any services not transferred into their names. Late fees for these services will not apply to these bills.  Offer a rate audit or tariff analysis component  Management of data on the Energy Star Portfolio Manager System for properties that require annual reporting.  All fees for services to be stated clearly, including any set up and one-time fees if applicable Sites Included: 715 E.
