This notice is soley for information and planning purposes.Purpose This is Request for Information Notice issued solely for information and planning purposes. The purpose of this notice is to obtain market information regarding energy and water benchmarking support services and to receive industry feedback on the draft Performance Work Statement (PWS). This notice does not constitute a Request for Proposal, nor does it serve as a pre-solicitation notice for a future solicitation. The U.S. Department of Housing and Urban Development (HUD) is not seeking proposals at this time and will not accept unsolicited proposals related to these services. This notice does not commit the Government to procure any supply or service mentioned herein. Background  The Department of Housing and Urban Development (HUD), Office of Multifamily Housing (MFH) is seeking Energy and Water Benchmarking support
services.  Services shall include:Creating a strategy that will support MFH property owners and agents (POAs) in their efforts to gather, track, and analyze project-level utility consumption and costs (owner- and tenant-paid) across the Multifamily portfolio and submit that information to HUDFacilitating and encouraging sustained owner engagement in collecting and evaluating energy usage data and promoting conservation measures and investments in improved energy and water efficiency.Reporting and analysis to HUD on energy and water consumption and associated GHG emissions of the HUD-assisted multifamily portfolio.RESPONSE INFORMATIONTHIS IS AN RFI ONLY to identify sources that can provide Energy and Water Benchmarking support services. Interested vendors are those vendors who have interest in providing a response to RFI and who can provide a vendor capability statement demonstrating a commercial solution and technical experience for this requirement, including relevant scope in terms of its size, complexity and magnitude to the tasks/activities to be performed under this requirement, particularly, as it pertains to the support services and technical solutions required for the HUD, Office of Multifamily Housing’s Energy and Water Benchmarking support services. All capable and available firms are encouraged to participate.  The government is requesting three (3) separate documents as a complete response (all three have to be provided) to this RFI request as follows:Technical Capability Statement, AND;Rough Order of Magnitude (ROM)Draft Performance Work Statement returned to include comments and/or recommendations.RFI Attachments:Attachment 1 – Government’s Performance Work Statement (PWS)INSTRUCTIONS TO INDUSTRYResponses must directly demonstrate the firm’s capability, experience, and ability to collectively provide the resources to effectively and efficiently perform the objectives and tasks described in the Government’s Draft PWS. Generic capability statements are not sufficient and will not be considered compliant with the requirements of this notice.The Government requests interested parties to submit a written response to this RFI which includes three (3) separate documents as indicated above.Responses must be submitted electronically, via email, no later than 2:00pm, Eastern/New York Time (ET) on November 7, 2022, electronically to tracy.r.davenport@hud.gov Note:  To receive consideration as public comments, comments must be submitted through one of the two methods specified above. Again, all submissions must refer to the docket number and title of the notice. All responses must be received by 2:00pm Eastern Time on Monday, November 7, 2022. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.
