This Notice of Intent to award a sole source firm fixed price purchase order is provided by the Centers for Disease Control and Prevention (CDC), Office of Acquisition Services (OAS) on behalf of the National Institute for Occupational Safety & Health (NIOSH), Division of Applied Research and Technology (DART). DART has a requirement for a 6 month rental of a portable mass spectrometry system. Based upon the portability, sensitivity, and selectivity required for this project the Government has determined that only the Syft T0070 Voice200 Ultra instrument will support this requirement.The portable mass spectrometer system is required to:< achieve detection limits in the parts per trillion range, down to 1 ppt< operate in SCAN and SIM modes< be easily operable by users without advanced scientific education< use at least 8 reagent ion to resolve isobaric compounds and rapidly switch between the ion using a quadrupole mass filer< analyze samples without any sample preparation, allowing
the analysis of whole air samples< include method development and data analysis software< have the capability of installation in a mobile laboratory, for field site analysis.The intended recipient of this purchase order is Quantum Analytics doing business at 3400 East Third Avenue, Foster City, California 94404.This order is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 (b) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability by responding to this notice and/or submitting proposals. This notice of intent is not a request for competitive responses; however, all proposals received within 6 days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed order based upon responses to this notice is solely within the discretion of the government.
