and/or by written addendum issued by the City, will be made part of the Agreement. The Scope of Work is expected to conclude once the work has been completed unless the Agreement is terminated. Services shall include, but not be limited to, the following: 1. Provide on call and temporary planning professional staff to respond to public inquiries for zoning and other planning related information and otherwise assist with the operation of the City’s permit center; a. Planner to conduct project site visits and communicate directly with applicants regarding the specific requirements and/or information necessary to process applications; b. Review proposed development plans for compliance with the City’s General Plan, Zoning Ordinance, and the development standards set forth therein, and any applicable design guidelines or Specific Plan requirements; c. Coordinate the City’s interdepartmental review of proposed projects; d. Meet with applicants to discuss their projects and any suggested design changes, as necessary; e. Review site plans and provide recommendations to planning staff; f. Prepare written correction and approval letters and maintain records of letters; 2. Prepare and provide professional services for Initial Studies and Negative Declarations or Mitigated Negative Declarations pursuant to the requirements of the California Environmental Quality Act (CEQA); 3. Process and review Environmental Impact Reports (EIRs), Subsequent EIRs, Supplemental EIRs, or EIR Addendums prepared by other staff; 4. Provide peer review services to applicants. 5. Interpret and apply applicable state, county, and local codes, ordinances, and regulations; 6. Coordinate the distribution of project-related documents to outside agencies, as required; 7. Schedule and assist in conducting public workshops/EIR scoping meetings, as deemed necessary; 8. Schedule and assist in conducting public hearings before the Planning Commission and City Council; 9. Coordinate any advance planning work, such as the General Plan Update, being performed by other staff; 10. Represent the City at meetings of regional planning agencies, such as SCAG and the Gateway Cities Council of Governments, as necessary; 11. Prepare ordinances and otherwise maintain and update the Municipal Code, as necessary; 12. Perform other related planning duties, as may be assigned by the Contract Officer from time to time. As part of the services, the firm will prepare and deliver the following tangible work products to the City: 1. Public hearing notices, as may be required; 2. Correspondence, as needed, on behalf of the City with applicants with respect to the review of their application; 3. Any and all documents related to administrative, Planning Commission and/or City Council decisions relevant to development projects, including any related environmental review; 4. Any and all documents related to Consultant’s services. 5. Weekly status reports on all pending applications and projects. The on-call staff would work approximately 12 hours per week or as needed during the contract period. Schedule and work hours may change weekly.
