SMART’s primary objectives include: • Increasing Ridership • Building Pathways • Rail Extensions • Freight Services include building new relationships and expanding existing political connections to support SMART’s mission to increase ridership, build pathways, build passenger rail extensions, and expand freight services in the region. In addition, Consultant shall monitor and advise SMART leadership on State

legislation and regulations affecting SMART, and assist in developing strategies to expand state financial and legislative support. The Consultant shall provide representation and advocacy on behalf of SMART with all relevant state agencies and related interest groups, including but not limited to, the following: • California State Assembly • California State Senate • The California Governor’s Office • The Governor’s Office of Emergency Services (Cal OES) • California State Transportation Agency (Cal STA) • California Air Resources Board (CARB) • California Department of Transportation (Caltrans) • Department of Finance (DOF) • California Transportation Commission (CTC) • California Public Utilities Commission (CPUC) • California Department of Housing and Community Development (HCD) • California Strategic Growth Council (SGC) This contract has a 3-year initial term with (2) one-year options to extend thereafter at SMART’s discretion.
