All activities must be\nconsistent with guidance provided in HUD NOTICE CPD-21-10 requirements for the Use of Funds in the\nHOME-American Rescue Plan Program and the Kent HOME Consortium\u2019s HOME ARP Operating\nProcedures Manual. Proposed
programs must be provided in accordance with the Tenant-Based Rental\nAssistance preferences listed in Section XXIIl.(1) of the HOME-ARP Operating Procedures Manual.\n\nIn 2021 the Kent HOME Consortium, consisting of Kent County and the City of Wyoming, received a\nHOME-ARP grant award from the U.S. Department of Housing and Urban Development (HUD) to reduce\nhomelessness and increase housing stability. In 2022, the Kent HOME Consortium conducted a needs\nassessment and gap analysis to develop its HOME ARP Allocation Plan. Consultation with community\nstakeholders and evaluation of data during the creation of the HOME ARP Allocation Plan identified a\nreduced number of affordable rental units available within Kent County, with the largest housing\naffordability gap primarily impacting extremely low- and low-income households. The provision of\nHOME ARP Tenant-Based Rental Assistance for residents experiencing or at-risk of becoming homeless\nwas identified as a key objective of the HOME ARP Allocation Plan. This RFP is seeking activities that will\nhelp the Kent HOME Consortium address the objectives identified in the HOME ARP Allocation Plan.\n\nSPECIFICATIONS\nEligible Subrecipients: Eligible respondents must be a private non-profit organization with a 501(c)(3)\ndesignation by the Internal Revenue Service with prior experience operating housing services.\n\nEligible Service Area: Eligible programs shall serve residents of Kent County, with the exception of,\nresidents of the City of Grand Rapids. This is consistent with the HOME jurisdiction of the Kent County\nand City of Wyoming HOME consortium, which includes the whole of the County of Kent outside of the\nGrand Rapids city limits.\n" "Eligible Clientele: Qualifying populations are identified in the Kent County HOME-ARP Operating\nProcedures Manual in Section Il. Eligible Qualifying Populations. Proposed programs must be available to\nall eligible qualifying populations and shall not prioritize one over the other.\n\nEligible Activities: Eligible program activities shall be limited to HOME ARP Tenant-Based Rental\nAssistance as described in Kent County HOME-ARP Operating Procedures Manual in Section XXIII.\nELIGIBLE ACTIVITIES.\n\nProgram Timeline: Proposed program activity timeline shall be conducted over a period of no less than\n12 months with a program completion date no later than June 30, 2026.\n\nEligible Program Cost: Awarded funds will become available on a monthly reimbursement bases for\ndirect Program/Activity Delivery Cost as described in HUD Notice CPD-21-10 Section VI. C. 3. These\neligible costs include rental assistance, security deposit payments, and utility deposit assistance to\nqualifying households. Direct costs of inspecting the housing and determining the income eligibility of\nthe family are also included as eligible project costs.\n\nReporting: Data on all persons served and all activities assisted are required to be reported on the local\nHomeless Management Information System (HMIS) by the Subrecipient using Local CoC standards for\ndata collection and with monthly reimbursement request using a Kent County provided form.\n\nAvailable Funding: Individual awards of up to 5400,000 are available per subrecipient(s). The\nConsortium has reserved approximately $2,000,000 in HOME-ARP funds for eligible HOME ARP\nSupportive Services programing through September 2030. Up to two subrecipients may be awarded\nduring this RFP, with the remaining funding reserved for a future RFP.
