Please publish on: April 4 & 11, 2024 Approved by: John Orzech, City Manager mailto:mmorales@cityofsandusky.com mailto:aklein@cityofsandusky.com City of Sandusky, Ohio COMBINED SEWER SYSTEM EVALUATION Request for Qualifications Response Due Date: May 2, 2024, 1:30 pm The City of Sandusky is requesting qualified professional engineering firms to provide services for the COMBINED SEWER SYSTEM EVALUATION project. Qualification packages are due no later than 1:30 pm on Thursday, May 2, 2024. Project Background The City of Sandusky (City) has implemented several capital improvement projects and operational adjustments to reduce combined sewer overflows (CSOs) and improve water quality in response to a Consent Decree executed in 1995 and updated in 2014. While the projects completed to date have reduced the frequency and volume of overflows, the City is planning to evaluate the entire combined sewer system and green infrastructure plan over the next two years to determine additional opportunities where further reduction could occur. In 2016, the City hired Strand Associates to complete a study which identified numerous opportunities for green infrastructure projects to further reduce the frequency and volume of CSOs. Strand was again retained in 2019 to oversee flow metering and combined sewer modeling initiatives. ADS Environmental performed all flow meter installation and maintenance activities at 23 locations scattered around the City. Anticipated Scope of Services Qualified firms shall demonstrate the capability to the following potential tasks for this project. Through the negotiation process, other tasks may be added. 1. Document and System Review: Review existing General Plan documents, Green Infrastructure Plan, Combined Sewer Model, operational data from field staff, plant operational information, and any additional documents required to complete the evaluation. 2. Subcontracting: Engage a subconsultant capable of flow monitoring for installation and maintenance of flow meters at various locations throughout the City as well as uploading and processing all data collected, if services are not available in-house. 3. Field Work and Engineering Analysis: Conduct field investigations alone or with sewer maintenance crews to visually inspect and understand flow quality and volume. Investigations may include smoke testing, dye testing, lifting manhole lids, obtaining permission, and entering private property, outfall inspections, or any other necessary means to complete this task. 4. Recommendations: Develop a list of recommendations and feasible alternatives for further consideration by the City that will reduce combined sewer flows and minimize overflows to Sandusky Bay. Preliminary design of complete systems, aerial layouts, capacity calculations, cost-benefit analysis, budgetary estimates, sewer rate impacts, available funding sources, and/or a construction timeline may be necessary for each recommendation. 5. Technical Memorandum or Report: Create a final technical memorandum, comprehensive report, or addendum to the General Plan summarizing the recommended projects that could be advanced to full a. a MII Y) H y y Rett Ey AS design. All materials created for the project shall be completed in a digitally editable format for the Citys use and provided to the City at the end of the project. Exact final deliverables will be discussed during the Scope of Services negotiations with the selected firm. Existing documents and files will be provided once a consultant has been selected. Please include with the qualification packet: Experience of firm and personnel assigned to this project that will uniquely qualify your firm to complete this work, including rsums and locations of key project team members (max. 8 pages) Description of the firms overall understanding of the project and recommended scope of services to accomplish the stated goals. (max. 2 pages) A project management schedule showing all milestones and completion dates based on Schedule of Activities (max. 2 pages) Project staffing plan (max. 1 page) References (max. 1 page) The City of Sandusky will form a Selection Committee comprised of city staff to review Qualifications. The Selection Committee will evaluate and select the most qualified consultant. Competitive price selection will not be utilized under the selection process. The following criteria will be used in the consultant selection process: Strength of project manager and strength/experience of key team members and proposed subcontracted firms key personnel Past performance and experience with projects of similar scope and size, including experience with facilitating dynamic community engagement and outreach process Demonstrated understanding of issues facing the City and region Innovative project approach, which includes all listed items in the Scope of Work Project schedule Location of key staff Based on the qualifications submitted, the City of Sandusky may conduct interviews of firms that best demonstrate an understanding of the Citys objectives and that adequately addressed all elements of the RFQ. Whether interviews are performed or not, the City shall enter into contract negotiations with the preferred firm to determine the final scope of services and project budget. If negotiations fail, the City shall enter into negotiations with the second highest ranked firm. This process shall continue until a contract is successfully negotiated or the City determines to issue a second RFQ. The contract must be approved by Sandusky City Commission.
